Samaritan’s Purse International Relief (SP) is a nonprofit, nondenominational, evangelical Christian Organization providing spiritual and physical aid to hurting people around the world.
The Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator in SP Cambodia, in close collaboration with MEAL Manager, is responsible for delivering technical supervision and support to MEAL Coordinators in the field level in order to uphold rigorous programmatic and operational standards through training and coaching. This pivotal role ensures program success through quality data maintenance training, informed decision-making support and coaching, and the cultivation of a culture of learning and improvement via effective monitoring and evaluation. Additionally, the Senior Coordinator supervise/assist MEAL Coordinators, that supports the project teams, in sharing insights from the design, monitoring, and evaluation processes, aiding project/program management in making informed choices.

Duration: 1 year (Renewable, subject to funding availability)
Roles and Responsibilities:
- Lead and manage data collection efforts for needs assessments, baseline evaluations, ensuring quality, accuracy, and timely data collection from various sources.
- Conduct regular data validation and quality checks to ensure data accuracy, consistency, and reliability.
- Provide technical guidance and mentorship to MEAL Coordinators and project staff, building their capacity in data collection, utilizing, and reporting.
- Support the MEAL Manager in identifying capacity gaps and designing training plans to address them.
- Facilitate the analysis of feedback data and ensure that insights are shared with program teams to inform program adaptations and improvements.
- Contribute to the preparation of high-quality MEAL reports for donors, partners, and organizational leadership, highlighting key findings, trends, and recommendations
- Collaborate closely with program teams, partners, and other stakeholders to ensure that MEAL activities are integrated into all phases of the project cycle.
- Review and produce the MER and government report, and other relevance reports.
- Support MEAL Manger in analyzing of data from needs assessments, baselines, evaluation, and any project relevant surveys.
- Support MEAL Manager/Project and Program Manager in drafting baseline and Edline reports
- Implement and manage accountability mechanisms, including feedback and complaints systems, to ensure that program beneficiaries’ voices are heard and addressed.
- Coordinate and document lessons learned, best practices, and case studies to enhance organizational learning and knowledge sharing.

- Education / Experience Needed
- Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
- Bachelor ’s Degree or equivalent in statistics or similar subject; or 3-5 experience in monitoring, evaluation, accountability, and learning (MEAL) within the development or humanitarian sector.
- Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians.
- Able to identify the main challenges in all project implementation and the technical needs to resolve them
- Experience in capacity building and mentoring, with a focus on training staff and partners in MEAL best practices and tools.
- Experience of conducting project evaluations including using survey methodologies of Cluster and LQAS.
- Skills Required
- Strong background in data analysis and reporting, with experience using MEAL tools and software (e.g., SPSS, Stata, R, Excel, mobile data collection platforms).
- Good spoken and written English.
- Basic technical writing skills, including creating logical frameworks, monitoring and evaluation plans, and evaluation reports
