Banteay Srei (Citadel of Women) is a registered Cambodian NGO with over twenty years of experience working with vulnerable Cambodian women and communities in rural areas to promote women in political, economic, and social development. Banteay Srei evolved from the International Women’s Development Agency (IWDA), an Australian NGO, and has become a leading Cambodian NGO in the areas of building women’s leadership in rural areas, strengthening women’s participation in local community development processes, promoting gender equality and women’s rights, and increasing community action on positive gender relations and against gender-based violence.
Banteay Srei is seeking a highly qualified and dynamic Program Officer for Safe House (PO-SH) based in Battambang Province. The PO-SH is a core program team member who responsible for implementing the Safe House (SH) program activities to achieve the expected result of the Banteay Srei’s programs.
The Program Office for Safe House (PO-SH) is responsible to provide overall management for the Safe House program activities. The role includes ensuring that all the center’s project and administrative requirements are met, she/he is a good mentor who provide counselling and coaching to clients, effectively execute activities planned by focusing on the service provision to victims of gender-based violence (GBV) who accessed service of the Safe House within the program target areas to ensure safe, social service accessibility and legal service with quality. She/he also ensures case management documentations and filing both hard and soft, preparing monthly reports for submission to the Provincial Coordinator, and closely coordinate with relevant stakeholders and NGO partners in responding to the needs of clients with appropriate and effective manners.
Objective 1: Safe House Management (60% of time)
Tasks & responsibilities
- Ensure the case management practices in line with the internal SH guidelines of BS and also standard of MoWAs.
- Register client who access the services at the Safe House and ensure all the forms are completed along with other necessary documents such as the background, case study and legal documents (birth certificate, ID poor), etc.
- Introduce clients with regulations and principles of the Safe House and make sure the basic needs are provided.
- Ensure prior assessment to be conducted and psychological needs provided with appropriate manners.
- Conduct mini-workshop/meeting to clients on human rights, code of law which related to gender-based violence (GBV) and life skills.
- Provide support and/or accompany to clients when they are called by the court, other key stakeholders and meet to consult with lawyer if necessary.
- Encourage clients and support them to join the existing program activities (CBO) of BS in their communities and seek and support them with vocational skills and positive parenting.
- Ensure the quality-of-care services compliance to the standards of the center, the protocol of child and women’s rights, gender and child protection, and other policies and the core values of BS.
- Make sure case refer is systematically processed when they need assistances from the center for long-term or looking for institutes/agencies who provide vocational skill trainings and service supports.
- Information sharing – like; human rights, health and other related include closely follow up
- the progress and changes of the clients through field visit.
- Make sure all the client’s information, profiles are safe and confidentially stored and documented.
- Prepare monthly report, case study and other required documents and submitted to provincial coordinator.
- Participate with program team such as weekly/monthly meeting, supervision/coaching as agreed timeline.
- Ensure all activities expenses against workplan and compliance to financial policy and procedure of the Organization.
- Mobilize community people, local authorities, and stakeholders to from community groups responding to women and children’s needs in the community.
- Establishes good relationships and collaborates with local authorities and other stakeholders in target areas
- Ensure efficiency and effectiveness of project activity implementation and budgeting
Objective 2: Monitoring and Evaluation (20% of time)
Tasks & responsibilities
- Coordinate to conduct regular case follow up and monitor to the SH’s clients to ensure they are safe and secure while or after support from Banteay Srei (BS).
- Coordinate regular meeting among the networks on a quarterly based to provide an update, action plan and sharing knowledge and experiences.
- Coordinate to conduct reflection and learning events among program team, and partners.
- Monitors the quality and outcomes of all program activities with clear data collection tools and storing (beneficiaries lists, local authorities, profile, social budget, VDPs, CBOs document, agreements, networks, etc.) in the responsible target areas and provides regular updates to the Provincial Coordinator.
- Prepare regular activities progress report monthly basic and monthly activity plan timely.
- Participate with program team such as weekly/monthly meeting, supervision/coaching as agreed timeline.
Objective 3: Advocacy and Networking (10% of time)
Tasks & responsibilities
- Ensure all NGO partners, government stakeholders, community, as well as gender peace networking (GPN) participation to respond the needs of clients effectively.
- Co-facilitate in conflict/dispute resolutions of clients with other agencies and relevant partners through meeting and case conference.
- Lead or attend in the case conference with NGO and government counterpart to ensure or take the responsivity for responding to client’s needs.
- Facilitates partner and stakeholder meetings to ensure that government actors fulfil their roles as duty bearers in response to GBV cases.
- Leading implementation direct at community on the Gender Based Violence advocacy of
- Banteay Srei strategic such as public forum, marching, meeting, radio/TV talk show, dialogue and campaign.
- Develop/draft key message for advocacy activities.
Objective 4: Communication and Team Building (5% of time)
Tasks & responsibilities
- Ensures full and open communication and relationship amongst team members, partners, stakeholders, and program beneficiaries.
- Develop/draft content of project activity for BS’s social media
- Create video/take photo of project activity for the purpose of BS’s visibility and branding
- Support/input to the designation of poster/banner for visibility and branding purpose
- Engage in staff capacity building through trainings, learning from team members including engaging reflective learning opportunities.
- Actively promotes a positive learning environment, teambuilding within BS
- Actively reflects and learns with team members

PERSON SPECIFICATION:
Knowledge, skills and qualifications:
- A Bachelor Degree in psychology, development or relevant social science
- Formal training in gender and/or development is an advantage.
- Demonstrated facilitation and collaboration skills
- Knowledge of gender, women’s rights, gender-based violence (GBV) and related laws and policies.
- Proven ability to produce high quality and timely quarterly reports.
- Moderate ability in spoken and written English language skills.
- Demonstrated experience in strategic planning, budgeting and monitoring.
- Good computer skills, including familiarity with Microsoft Word, Excel, Access and Email/Internet.
- Demonstrated and extensive understanding of the theory and practices of program/project management
- Meticulous attention to detail
Experience:
- At least 2 years’ experience in social works and community development proven work experience in human rights, gender, advocacy, sexual harassments, victims of GBV, and case management.
- At least 2 years’ experience in case management proven experience and skills in gender, development and
- specifically with Gender Based Violence projects.
- Demonstrated experience of the following additional areas: Women’s leadership and participation in politics, women’s economic empowerment, gender justice, planning, monitoring and evaluation, program development, fundraising, rights-based approaches, human resource management and social protections.
- Proven experience in project implementation (at least 2 years).
- Demonstrated work experience in project design, implementation, monitoring, evaluation and report writing
