Samaritan’s Purse International Relief (SP) is a nonprofit, nondenominational, evangelical Christian Organization providing spiritual and physical aid to hurting people around the world.
The MEAL Manager plays an important leadership role at Samaritan’s Purse in Cambodia. This position is responsible for guiding the planning, development, implementation, and management of MEAL systems, ensuring that all monitoring, evaluation, accountability, and learning processes are effectively set up across every project. This includes making sure that data on project outcomes is properly tracked, reported, and analyzed to measure the impact of the programs. The MEAL Manager leads a team of dedicated MEAL professionals and collaborates closely with program/project managers and other key partners. Together, they work to make sure decisions are driven by accurate data, and they strive to continuously improve the quality and effectiveness of the programs to better serve the communities in need.

Roles and Responsibilities:- Key Responsibilities
- Provide strategic guidance to program teams on the integration of MEAL into program design and implementation.
- Design and implement MEAL frameworks, systems, and tools for effective program monitoring, evaluation, accountability, and learning.
- Provide training and capacity-building support to program teams on MEAL concepts, tools, and best practices.
- Oversee data collection, management, and analysis to support program design, implementation, and decision-making.
- Analyze data to identify trends, outcomes, and areas for improvement, and provide actionable recommendations to program teams.
- Document and disseminate key lessons learned, best practices, and innovations within program team, organization, and with external partners.
- Provide the support to MEAL staff to develop monitoring tools and to develop data base management systems
- Support program and project managers to write the baseline and evaluation reports
- Collaborate with the Technical Advisors, write reports for publication and present impact results of SP programs in conferences, educational institutions and in other venues.
- Promote a learning culture within the organization by facilitating reflection, knowledge sharing, and the use of evidence to drive program improvement.
- Manage the SP Cambodia Platform database system as Super User; train, assign and remove Basic Users as required, manage data-approvals for data entry, the creation of new project forms, and trouble shooting.
- Prepare and review MER, field ministry, board, donor, and other reports, ensuring they are clear, accurate, and informative, and meet both donor requirements and organizational standards.
- Regular travel and visits to all project target villages to identify and provide training to SP staff and local partners regarding M&E systems, organize annual M&E reflection & learning for relevant project staff.

- Education / Experience Needed
- Commitment to Samaritan’s Purse's vision, mission, values, and policies.
- Maintains a personal relationship with Jesus Christ.
- Master’s Degree or equivalent in statistics or similar subject; or 7-10 years related experience and/or training; or equivalent combination of education and experience.
- Proven track record of managing and leading teams, including experience in mentoring and building the capacity of M&E professionals.
- Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians.
- Field experience in relief and program development, program implementation and proposal development.
- Working knowledge of donor monitoring and evaluation requirements (UN, CIDA, DFID and USAID etc) and best practice in the field.
- Experience of conducting project evaluations including using survey methodologies of Cluster and LQAS.
- Skills Required
- Excellent computer skills including MS Excel and MS Office relevant skill sins SPSS or other statistical analysis program not required but would be an advantage
- Good spoken and written English.
- Technical writing skills including developing logical frameworks, monitoring and evaluation plans and evaluation reports.
- Ability to train others.
