Position: Project Coordinator (Samaritan's Purse International Relief)__Deadline:04-October

Samaritan’s Purse International Relief (SPIR) is a nonprofit, nondenominational, evangelical Christian Organization providing spiritual and physical aid to hurting people around the world. We are seeking one qualified candidate to fill the position of Project Coordinator to work in the Light on a Hill project (Light) based in Phnom Penh.

Samaritan’s Purse has a long history of impactful direct programming that has contributed significantly to the reduction of labor exploitation and trafficking.

Samaritan’s Purse started its urban programming in 2020 to assist vulnerable populations impacted by poverty, gender-based violence (GBV) and / or internal migration. The Light on a Hill project builds on past programming, while expanding into two new communities. It will use community engagement and empowerment techniques to address issues of GBV and Unsafe Migration while creating skills building opportunities for vulnerable women.

The Project Coordinator (PC) leads the urban protection program team and will be required to work with senior staff to develop and implement all activities.

The successful applicant will have 3 main areas of responsibility – in all 3 areas the successful applicant will report to and be led by the Protection Sector Manager based in Pailin.

  1. Work with senior staff and relevant government authorities to ensure effective project implementation in target communities.
  2. Work with senior and junior staff to develop curriculum and implement activities per the set targets.
  3. Carry out field work.

Contract type: Fixed/Specified Duration

Duration : 1 year (Renewable, subject to funding availability)

Roles and Responsibilities: 
  • Maintain a thorough understanding of the project activities and interventions.
  • Manage and oversee the junior staff members and facilitate a positive and supportive team environment.
  • Engage and communicate regularly with the Sector Manager regarding project planning, development, and implementation.
  • Maintain and develop strong relationships with relevant government ministries, other NGOs working in similar protection sectors, community leaders and key stakeholders, including local churches.
  • Coordinate the preparation of all relevant SP and government reports detailing all project activities and progress towards key indicators, along with impact stories and pictures.
  • Provide logistical support including coordinating material supplies with the procurement team for undertaking project activities.
  • Manage budgets and settle project financial expenses.
  • Conduct regular reflections with junior staff to improve team performance and program effectiveness.
  • Supervise the monitoring and evaluation of activities.
  • Attend Sector meetings/Working Groups to represent SP and share updates.
  • Assist the Sector Manager to coordinate donor, government, and other visits.
  • Train the junior staff member in all required skills and practices required to implement the activities of the projects.
  • Learn and comply with SP’s internal policies and lead the team to do likewise.
  • Be a strong Christian witness in the community.
  • Be willing to travel for training and other project related meetings.
  • Some overnight travel will be required.
  • Provide PC level support to other protection projects in Phnom Penh as required.
Key Requirements:
  • Agree to and follow the mission statement of Samaritan’s Purse.
  • A minimum of three years of previous experience in community-based interventions and leading teams.
  • Experience in ‘Protection Programming,’ with a focus on GBV and/or anti-trafficking.
  • Experience in community-based livelihoods and/or vocational training.
  • A sound understanding of the principles of working in communities and participatory community engagement methods.
  • Bachelor level education.
  • Creative, innovative and flexible person who can work well under pressure.
  • Able to design and participate in creative, innovative trainings and community engagement.
  • An understanding of the stakeholders in the protection sector (both government and NGO)
  • Strong leadership, facilitation and training skills.
  • Ability to confidently read and write Khmer and English and translate in both directions.
  • Strong skills in MS Word and MS Excel (as a minimum).
  • Confident in data collection and management.
  • Strong team building and problem solving skills.
  • Effective written communications skills including the ability to prepare reports, proposals and papers.
  • Effective public relations and public speaking skills.
  • Demonstrate effective time management skills, including tasks prioritization and ability to meet deadlines.
