The Monitoring and Evaluation (M&E) Officer will play a crucial role in the oversight and execution of all M&E activities for the project. With a minimum of ten years of professional experience in senior M&E roles, the officer will be responsible for designing, implementing, and managing the project's M&E systems from initiation to closeout. This role requires deep expertise in performance measurement, strategic planning, and data management, with a strong focus on gender, disability, and age disaggregation in participant monitoring.
- Design, implement, and operate comprehensive M&E systems for the project, ensuring they cover all stages from initiation to closeout.
- Manage the planning and execution of various studies, including baseline studies, performance evaluations, and case studies.
- Design and administer data collection tools; oversee data entry, cleaning, processing, and analysis.
- Ensure robust database management, including handling multiple disaggregation variables such as gender, age, and disability.
- Develop and manage performance monitoring plans, including indicator design, target setting, and reporting.
- Lead the strategic planning of M&E activities, ensuring alignment with project goals and objectives.
- Provide ongoing training and support to M&E field officers and subrecipients, enhancing their skills in data collection, analysis, and reporting.
- Ensure that all M&E staff are well-equipped to maintain high standards of data quality and accuracy.
- Conduct regular data quality assessments and provide oversight to ensure compliance with project standards and requirements.
- Oversee the development and application of gender and disability mainstreaming frameworks, including the creation of relevant indicators.
- Collaborate with stakeholders to ensure that M&E activities are aligned with their expectations and requirements.
- Prepare and present M&E findings to project stakeholders, donors, and partners, ensuring transparency and accountability.
- At least ten years of experience in a senior M&E role, with a strong track record in international development projects.
- Proven success in managing M&E systems and conducting studies related to performance, gender, and disability.
- Education:
- Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or a related field.
- Expertise in qualitative, quantitative, and mixed-method evaluation methodologies.
- Strong experience in strategic planning, indicator design, and performance measurement.
- Proficiency in database management and data analysis tools.
- Fluency in English is required.
- Fluency in Khmer is strongly preferred.
- Experience working with disability and gender frameworks is strongly preferred.
- Ability to design and manage inclusive M&E frameworks that reflect the project's focus on marginalized groups.
