BORDA is a German NGO with offices in more than 20 countries worldwide. BORDA has been active in Southeast Asia since the early 90s – with the aim to improve the living conditions of disadvantaged communities and to keep the environment intact through the expansion of sanitation services in the areas of decentralised sanitation, wastewater, faecal sludge, solid waste management and holistic livable city planning. We work with local governments and enterprises to improve communal planning processes, sanitary supply structures and services in cities at variety of scales and applications.
Background
BORDA is currently operating a project in Laos and Cambodia with the title “Improving the Quality of Life and Strengthening the Resilience of Small Towns through Sustainable Sanitation”. The project goal is to provide improved water and sanitation services to the disadvantaged population of urban and peri-urban small and medium-sized towns in Cambodia and Laos as part of the formulation of localized and context-specific development plans for the sustainable construction and operation of utility services and public service infrastructure. The project is implemented in 6 towns across Laos and Cambodia and funded by the BMZ (The German Federal Ministry of Economic Cooperation and Development) for the years 2023-2025.
Effective video production is essential for engaging with stakeholders, including donors, government agencies, and local communities. Well-crafted videos help build and maintain strong relationships, fostering collaboration and support for BORDA’s projects. By using videos to showcase best practices, innovations, and lessons learned, BORDA can highlight its expertise and share valuable knowledge with a broader audience. This approach not only enhances BORDA’s strategic communication but also attracts funding and builds stakeholder relationships. The video will serve as a powerful visual tool in presentations, exhibitions, donor fundraising efforts, and portfolio submissions. Objectives
The consultancy is expected to develop a video with a maximum length of 10 minutes that is engaging, informative, and visually appealing that effectively captures and represents BORDA’s ongoing project activities under the BMZ funded development project in Laos and Cambodia.
Scope of Work
The consultant will be responsible for all aspects of video production, from conceptualization and scripting to filming, editing, and final delivery.
1. Document Review and Concept Development (approx. 5 days)
2. Pre-Production and Filming (approx. 14 days in Lao and Cambodia)
3. Post-Production (approx. 5 days)
Video Editing and Audio Enhancement: Edit the collected footage to create a
cohesive and engaging video narrative. Enhance the storytelling with graphics,
animations, and other visual elements. Develop a professional voice-over, add background music, and incorporate sound effects to complement the visuals.
4. Review and Finalization (approx. 5 days)
Revisions and Feedback: Present the draft video to BORDA for review. Implement
necessary revisions based on BORDA’s feedback to ensure the final product aligns
with the organization’s vision and objectives.
Deliverables
All deliverables will be in English:
1. Storyboard and Pre-Production Plan
A comprehensive storyboard outlining the video’s scene sequence, graphics, key
messages, and planned interview details, including recommended locations for
filming.
2. First Cut of Video
A first cut of the video that includes all edited footage, graphics, voice-over narration,
background music, and sound effects, ready for BORDA’s initial review.
3. Final Cut of Video
A high-quality final cut of the video incorporating all feedback and revisions, delivered
in multiple formats with subtitles and translations (Khmer and Lao) as required.
Timeline
The consultant is expected to complete the tasks within 29 working-days, starting from October 1, 2024. Any possible extension can be accommodated to maximum by December 6, 2024.

Qualifications
- Bachelor or higher degree in communication, marketing, public relations, media design, or related fields including experience in conceptualizing, filming, and editing videos for I/NGOs, or similar development sectors; with a focus on environmental and social issues.
- Minimum of 3 years of proven experience in video production, from conceptualization and pre-production to filming, post-production and final delivery.
- Strong storytelling skills to develop compelling narratives and understanding of cinematography, including knowledge of cameras, framing, lighting and sound equipment, etc.
- Advance skills in video editing software and translate ideas and concepts into engaging, visually appealing video content.
- Strong understanding of sustainable development, environmental context and the challenges faced in Southeast Asia; particularly in Laos and Cambodia.
- Willingness to travel to project sites as required by the project’s timeline and video production requirements.
- Experience conducting interviews with target stakeholders, including local authorities, community members and organizational staffs to gain necessary data, material and information for video production
- Familiarity with BORDA's mission and projects, including Khmer and Lao language are not mandatory; but is a plus.
Reporting
- The consultant shall provide regular progress reports to the project team. The reporting format and frequency will be agreed upon at the start of the consultancy. Additionally, the consultant shall submit the deliverables outlined above as per the agreed timeline.
- The storyboard and pre-production plan are expected to be delivered by the consultant after the desk review stage is completed, to process the 1st installment. BORDA applies a strict policy of no down payment upon contract signing.
