USAID-funded Inclusive Primary Education Activity (IPEA) project. IPEA Project is working to support the Cambodian Ministry of Education, Youth, and Sport (MoEYS) to improve the reading and learning experience for primary students across Cambodia, including those with disabilities (Scaling Early Grade Reading in Cambodia | RTI)
IPEA has a dynamic Monitoring, Evaluation, and Learning (MEL) system to track the required indicators of the implementation of the USAID-funded Cambodia Inclusive Primary Education Activity (IPEA) project in target areas such as Kampong Chhnang, Kampot, Kep, Prey Veng, Svay Reang, and Kampong Thom province.
The Monitoring and Data Management Specialist is responsible for overseeing all monitoring, learning, and data management activities within the Inclusive Primary Education Activity (IPEA) Project. This includes ensuring reliable and high-quality data collection and analysis for tracking project indicators. The specialist will coordinate the work of and provide technical guidance in data collection and analysis to the Provincial M&E team. In collaboration with the Senior MEL Coordinator, the Monitoring and Data Management Specialist will perform the following:
Responsibilities
- Work with Chef of Party (COP), Deputy Chef of Party (DCoP), Senior MEL Coordinator, and relevant team members to review and update MEL Plan for the project;
- Support the Senior MEL Coordinator in researching and recommending new technologies for M&E tools, with a focus on mobile data collection platforms (e.g., Kobo) and data visualization software (e.g., Google Data Studio, Power BI, Tableau);
- Collaborate with the Senior MEL Coordinator to establish and maintain a standardized IPEA MEL system, including online data collection tools and a performance indicator tracking system;
- Assist with the data collection, analysis and reporting on performance indicators by other team members and project counterparts and prepare data tabulations, review, clean, reports, and presentations to support project activities;
- Analyze monitoring data to derive lessons for improvement and make recommendations.
- Work with COP, DCoP, and Senior MEL Coordinator on monthly, quarterly, and annual progress reports on the status of Project implementation; contribute to other Project reports such as annual work plans;
- Train and support to RTI project staff, especially provincial M&E, provincial assistants, and relevant teams on IPEA M&E system.
- Work with Sr MEL Coordinator to support implementation M&E to identify where adaptations might need.
- Provide capacity building project staff regarding M&E tools.
- Support on designing and implementing of research and learning related to IPEA project;
- Field follows up ensure quality, site verification spot check.
- Perform other tasks as may be assigned by supervisor.
Qualifications
- Master’s degree and 3 years of experience or Bachelor’s Degree and 5 years of experience or equivalent combination of education and experience;
- Knowledge and experience of USAID’s M&E guideline and regulation is an asset;
- Excellent knowledge of MS Word, Outlook, PowerPoint, Excel and data management system;
- Good knowledge of data analysis and data interpretation;
- Ability to perform the multi-task and resulted oriented;
- Excellent interpersonal and organizational skills, with a problem-solving, proactive attitude, and capacity to work both independently and as a collaborative team player;
- Ability to listen and communicate well both verbally and in writing in English and Khmer
- Attention to detail and accuracy
