Under the overall supervision of Chief of Mission and the direct supervision of the Project Officer (Counter-Trafficking), the successful candidate will be responsible for conducting a mid-term evaluation of a project entitled “Strengthening Survivor Protection and Services” in delivering timely and quality deliverables on (1) An Inception Report (template to be provided) including evaluation matrix, tailored evaluation questions, and sub-questions inter alia methodology, tools, and workplan; (2) Presentation slides highlighting the initial findings, conclusion, and recommendations; (3) A first draft of the evaluation report (template to be provided), including an executive summary and recommendations, following IOM’s evaluation report template (electronic version); (4) A final evaluation report will be prepared and shared with the IOM team; (5) Presentation of the final evaluation report; (6) Evaluation brief (template to be provided) with key findings, conclusion, and recommendations to be prepared; and (7) Evaluation Management Responses (template to be provided) to be prepared.
Established in 1951, IOM is part of the United Nations System and stands as the leading intergovernmental organization in the field of migration. With 175 member states, a further 8 states holding observer status, and offices in 171 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all with three strategic objectives including saving lives and protecting people on the move, driving solutions to displacement, and facilitating pathways for regular migration. Since 1992, IOM’s well-established mission in Cambodia has co-operated closely with Development Partners, Civil Society, and UN agencies to assist the Royal Government of Cambodia (RGC) in working on responses including counter-trafficking, labour migration, migration health, technical cooperation, and border management.
IOM Cambodia is implementing a project “Strengthening survivor protection and services,” 2022-2026 project, designed to support the RGC in counter-trafficking in persons and and strengthen survivor protection and services for all forms of trafficking in persons (TIP) through enhanced victim identification, and demand-driven delivery of services and reintegration options in Cambodia. The project focuses on TIP survivors, potential victims of TIP (VOTs), and vulnerable migrants especially men and domestic victims, impacted by the COVID-19 pandemic which will be achieved through five interventions. Firstly, a report on the impact of the pandemic on the protection and assistance provision for victims of TIP will be made available to key stakeholders (National Committee for Counter Trafficking, NCCT, relevant ministries, UN agencies, development partners, NGOs, and CSOs operating in the target provinces) with recommendations for further interventions. Secondly, the project will strengthen the data collection protocols for the compilation of qualitative and quantitative data on victim identification, assistance, arrests, and convictions in line with the NCCT priority. Thirdly, a series of trainings will be conducted to enhance the capacity of law enforcement officials, border officials, prosecutors, and community leaders in responding to the increased risk of TIP among returning migrants and their host communities in the target provinces. Fourthly, the project will provide training on the Standard Operating Procedures (SOP) to government officials and service providers at national and sub-national levels. The training will target the provision gaps in social protection and reintegration assistance and provide an updated mapping of all specialized services available in the target provinces. Fifthly, the project will build the capacity of staff at the newly built Kamrieng Transit Centre to provide victim-centered support services for suspected and victims of trafficking in persons (VOTs), especially women. This will be done through consistent identification, referral to services, reintegration services, skill training, and mental and psychosocial support (MHPSS).
The project focuses on four outcomes outlined below:
- Royal Government of Cambodia (RGC) and key non-governmental stakeholders have information on trends and the impact of the pandemic on protection and assistance provision for victims of TIP
- Government and non-governmental stakeholders have capacity to undertake consistent victim identification and referral
- National and sub-national level government officials and service providers have
- capacity to implement SOP on case management of repatriation and reintegration of VOT
- Victims of trafficking, potential VOTs, and vulnerable migrants have access to support and reintegration services.
The mid-term external evaluation will be mainly formative, and a reflection on the project's performance and the findings of the project’s monitoring and evaluation (M&E) activities up to this point (first 18 months). It will be carried out to assess mainly effectiveness and efficiency, including progress in implementing activities and reaching results as per agreed indicators, M&E frameworks and workplans. The evaluation findings will be used by the project team to reflect the achievements, lessons learned, and good practices over this mid-term period which will inform the future implementation and course corrections through evaluation recommendations.
Evaluation Scope:
This evaluation will cover the implementation period from June 2022 to May 2024 and will assess the progress of the key interventions achieved under the project along the Thailand-Cambodia border (Banteay Meanchey, Battambang, Oddor Meanchey) as well as in Phnom Penh City. The data collection will focus on the key implementing partners, governmental stakeholders, and CSOs involved in the project interventions. Additionally, the mid-term evaluation will reflect the integration of cross-cutting issues related to rights-based, protection-centered approach, equality, diversity, and inclusion, as well as assess the lessons learned and good practices over the course of these 18 months.
Evaluation Criteria:
In line with the purpose of the evaluation, four evaluation criteria, namely relevance, efficiency, effectiveness, and coherence, will be the focus of the evaluation.

Evaluation Methodology:
The evaluation will employ a mixture of qualitative and quantitative methods. The evaluator is expected to collect and review relevant project documents, such as project proposal, interim reports (narrative and financial), and media. The evaluator is expected to collect primary data (field-based) through key informant interviews, focus group discussions and/or surveys (online survey forms could also be used for remote local levels) with project stakeholders. The evaluator is expected to review this proposed methodology and recommend a more suitable approach and methodology for further discussion during the inception phase.
Ethics, norms, and standards for evaluation:
IOM abides by the Norms and Standards of UNEG and expects all evaluation stakeholders and the consultant(s) to be familiar and compliant with the UNEG Ethical Guidelines for Evaluation, as well as the UNEG Codes of Conduct for Evaluation in the UN System. The evaluation must be conducted in full respect of IOM Data Protection Principles.
Core Functions / Responsibilities: Required Qualifications and Experience
The main duties of the mid-term evaluator are as follows:
a) Hold consultation meetings (in person/online) with project stakeholders (project staff, research consultant, implementing partners (Caritas Cambodia and International Justice Mission), beneficiaries (assisted VOTs/VM), and government officials (NCCT, MOSVY, GCNP, KTC);
b) Conduct on-site/online meetings to evaluate and discuss the project’s outcome with the officials/beneficiaries from target provinces;
c) Prepare draft report to be shared with the IOM team, building on the debrief and initial feedback. IOM team will review and provide feedback on the report.
d) Prepare and deliver presentation of a final report, evaluation brief, and Evaluation Management Responses;
e) Provide progress updates as needed.
f) Duty travel to Provinces as outlined in the term of reference (ToRs)
Education
- An advanced degree in relevant fields (international development, protection, social sciences, or statistics) is required;
- Minimum of five years of experience conducting evaluations of policies, strategies, and projects in the subject area, particularly counter-trafficking, protection, and migration;
- Demonstrated knowledge and experience in counter-trafficking, prevention, protection, migration, and human rights will be an advantage.
Experience
- Experience in evaluation design, qualitative data collection and analysis, drafting and editing, and communication are required;
- Experience conducting project evaluations for UN Agencies, INGOs, IOs, NGOs would be an advantage;
- Strong Results Based Monitoring (RBM) expertise and proven evaluation experience;
- Capacity to work independently and with minimal supervision;
- Personal commitment, efficiency, and flexibility;
- Excellent written and oral communication skills.

- Fluency in English and Khmer is required.
