1. INTRODUCTION
PLANETE ENFANTS & DEVELOPPEMENT (PE&D), would like to contract a service of an individual candidate as a local consultant for the Investing in Early Childhood Development project which is being implemented by PE&D. The project is cofounded by the French Development Agency (AFD).
The IECD project wishes to invite eligible individual candidates to indicate their interest in providing the Services of consulting, to conduct a study in gender responsive education in community-based preschool (CPS). This project will be targeted in 50 CPS in Kampong Speu and Kampot province. This position is based in Phnom Penh with travels to the targeted provinces. Interested candidates should provide information demonstrating that they have the required qualifications and relevant experiences.
2. PROJECT’S BACKGROUND
Over the past 3 years, PE&D has been developing its strategy to provide better care for the most vulnerable young children. It works with local players who want to better protect, care for and stimulate children aged 0 to 6. Through the implementation of projects and a systemic approach, PE&D initiates reflection and ensures that good practice is cross-referenced, supports states in the creation of new professional channels dedicated to early childhood and measures the social impact of the actions taken to verify their relevance. For the 2nd phase of the programme (August 2023 to July 2026), the aim is to strengthen the schemes tested in the 1st phase and which have shown good results. Integrated into local public policies, the models developed must be effective, reproducible and conducive to change. For example, the aim is to improve, formalize and roll out more widely the models for opening crèches, training nursery assistants, coaching for preschool teachers and support for parenthood.
The aim of the Early Childhood programme is to improve children's development as a long- term contribution to reducing poverty and inequality in Cambodia, Vietnam, Nepal, Burkina Faso and Togo. To achieve this, the programme involves continuing to make childcare
facilities for young children (aged 0-6) more accessible, while improving their quality and sustainability, and offering a parenting support programme to increase parents' knowledge of early childhood development. Gender-neutral education and the risks of screens are key themes in this new phase. PE&D and its partners are also lobbying public authorities to make early childhood development and education a public policy priority.
For this 2nd phase of the programme, 15,000 children aged 0 to 6 will benefit from the actions carried out.
3. RESPONSIBILITIES
The Consultant will be hired under the responsibility of the project manager (PM) and will work with the IECD team. Together they will carry out the full study. She/he will be hired for a period of 6months.
Main responsibilities, including
- Discuss and analyze good practice in gender-aware education (literature review)
- Establish a course of action for the study
- Design the observation grid for baseline study
- Conduct the baseline survey
- Analyzing the data collected
- Design the tool and plan for workshops for preschool teachers
- Organize 4 workshops (1 day for 1 workshop)
- Follow up CPS teacher activities after each workshop
- Prepare the activity report
- And any other tasks requested by PM.
4. QUALIFICATIONS
- Bachelor’s Degree in Education, Psychology, Nurse, Midwife or Infants Health or
- Community Development
- At least 3 years of practical experience
- Good written and oral Khmer and English
- Knowledge and personal interest in gender studies
- Knowledge in carry out a field study
- Ability to work in a team
- Communication skills
- Organization skills, rigor, creativity, autonomy and enthusiasm
ProjectLocation: Phnom Penh office and traveling in Kampong Speu, Kampot provinces.
5. COORDINATION AND REPORTING
The candidate will report directly to the Project Manager of PE&D.
