Position: Call for Proposals: Strengthening CSO Capacity to Scale Up Sustainable Freshwater Fisheries in Cambodia (International Union For Conservation Of Nature And Nature Resources)__Deadline:31-August

International Union for Conservation of Nature (IUCN) Cambodia Country Office, together with the implementing partners, including Fisheries Action Coalition Team (FACT) and Cultural and Environmental Preservation Association (CEPA), is launching a Call for proposals for the Strengthening CSO Capacity to Scale Up Sustainable Freshwater Fisheries in Cambodia project (EU- CSO). It is a 48-month Action, commencing from 1 November 2023. Therefore, we are in the process of selecting THREE (03) CSOs to receive sub-grant from the Action.

Introduction
Cambodia’s Tonle Sap Lake and Upper Mekong form one of the world's largest and most productive freshwater fisheries, which directly supports the livelihoods of over one million people. However, climate change, hydrological and forest change, overfishing and fish stock decline is the major threats to the sustainability of the fisheries management. Moreover, a key challenge is also the lack of local partners to replicate and scale up tried and tested measure to improve fisheries management.

The overall objective of the Action is to strengthen the capacity of three focal CSOs beneficiaries and 20 Community Fisheries (CFi) to improve freshwater fisheries management in Cambodia, with below main activities:

Strengthen the capacity of three CSOs by providing technical training, operational assistance, and financial support. This will enhance their ability to effectively support community fisheries (CFi).
Implement improved fisheries management measures in 20 community fisheries, including implementation of CFi management plan, demarcation and sustainable financing, and monitor the impact through participatory monitoring.
Foster collaboration and knowledge sharing on CFi management by organizing regular CFi network meetings. Engage multiple stakeholders in these meetings to facilitate learning, exchange of best practices, and joint decision-making.
Conduct research to identify critical policy issues affecting sustainability, and organize dialogues with the government to present and discuss policy findings and recommendations


The Action is targeting twenty (20) CFis. We have identified 15 targets in Tonle Sap and Mekong- Stung Treng while another five CFis will be in Siem Reap, Banteay Meanchey, and Ratanakiri, where the prospective selected focal CSOs are being implemented the past or current project (s). The precise locations will depend on discussions with the CSOs to determine the most appropriate ones.

Eligible Criteria
The Call is open to independent legal entities CSOs which work on natural resources management in Siem Reap, Banteay Meanchey and Ratanakiri. Applicant organizations must be registered with any
 
government agency, have a proven track record in natural resources conservation and demonstrate the financial management and administration capacity to manage the project. The applicant’s project must contribute to one or more of the Action’s goals, strengthening the capacity of the prospective five communities on community fisheries management. Importantly, the CSOs should be able to carry out procurement using own policies and in alignment with IUCN’s policies and compliance with the EU’s rules and regulations.

What projects can be funded?
The applicant should focus on real, on-the-ground implementation to have tangible results and to create visible change in the given area, for example, natural resources management, biodiversity conservation, fishery management, networking and advocacy, and community development. The main activities should include 1) Organization and staff capacity development toward strengthening fisheries management in Cambodia, and 2) Community strengthening and empowerment on fisheries protection.

Volume of the Call and duration
The Action seeks to provide 3 grants to three (03) CSOs, each in the maximum financial volume of USD 20,000. The duration of the Action should be up to 24 months, starting from October 2024 (Maximum 2 years).

Eligible and non-eligible costs
Provide sub-grants to 3 CSOs to support their work and help them to upscale and build capacity to the target CFis and their network, with the proposed Action, action plan and budget. The budget will cover the cost of project staff, organizational capacity building, and community strengthening on fisheries management.

However, the cost will not cover debts, provision of losses, purchases of land or building, currency exchange losses, credits to third parties and salary cost of the personnel of national administrations.

Interest CSOs are required to submit the grant application form and budget no later than 31 August 2024 to Email: doeur.born@iucn.org. Subject of the email must be “EU CSO Full Proposal.”

The shortlisted applicants will be requested to fill out the due diligence form. Successful applicants will be invited to a meeting for discussing detailed work plan and budget in mutual partnership with IUCN Cambodia Country Office.
