We are currently seeking a Project Team Leader to support our Transforming Lives Through Nutrition Program (Transforming Lives). This is intended to be a position for Cambodian nationals.
This is a local national recruitment. This position is based in Phnom Penh with regular travel to project sites.
Country Program Overview
The Transforming Lives focuses on five lifesaving health services and three food system/WASH components under a multi-faceted program:
(i) supplementing women with essential vitamins and minerals during pregnancy, (ii)
supporting optimal breastfeeding, (iii) improving diets for infants and young children, (iv) screening children for acute malnutrition and getting treatment to them as early as possible, (v) delivering vitamin A, (vi) climate-smart agriculture, (vii) agriculture value chain, and (viii) water and hygiene. Position Overview
The Project Team Leader reports directly to the Senior Program Manager/Country Coordinator. They will collaborate closely with Helen Keller Intl’s finance team to ensure budget alignment with the project’s objectives, monitor burn rates, and provide support for budget development for subsequent years. They will also collaborate closely with project teams; they will be responsible for coordinating technical support for the project’s component teams and will serve as the liaison to the country's technical team.

- Enhance the enabling environment for the delivery of an integrated nutrition program.
- Strengthen health and food systems towards the delivery of integrated nutrition programming.
- Increase and measure effective coverage of integrated nutrition programming and understand complementarities across disciplines.
- Ensure the model is sustainable and scalable and that lessons are shared
Position Overview
The Project Team Leader reports directly to the Senior Program Manager/Country Coordinator. Key Responsibilities:
- Support the project’s component teams’ development of robust, coordinated project implementation plans.
- Liaise with country technical and finance teams.
- Assist the project’s component teams in formulating budgets aligned with program priorities and target demographics, coordinating with the country technical team.
- Support implementation of field activities in adherence with predetermined timelines.
- Identify technical support needs in tandem with the project’s component teams.
- Liaise with the country and regional technical team to address these needs comprehensively.
- Working with the M&E team to formulate a sound M&E plan and ensure robust monitoring and reporting.
- Convene project review sessions to evaluate activity and provide support as required.
- Implement routine budgetary monitoring exercises reviewing monthly burn rates and budget forecasts.
- Facilitate effective communication between the project’s component teams and country office, ensuring seamless information dissemination.
- Ensure compliance with internal and donor policies and requirements.
- Prepare monthly project progress reports and submit them to the senior program manager.
- Identify focal areas for learning and coordination workshops related to project components.
- Cultivate strategic partnerships with relevant stakeholders and governmental entities during project engagements
- Monitor outstanding issues within each project component and facilitate regular follow-up actions.
- Collect insights from project components, regularly updating the senior program manager.
- Participate in meetings or workshops with country consortium partners and global project teams when required.
- Develop and maintain effective working relationships and lines of communication with other Helen Keller Intl team members.
- Act as the officer in-charge when the senior program manager is absent.
Required Qualifications/Competencies/Skills:
- A minimum of a master’s degree in public health, health policy and planning, program management or a related field with at least 5 years of relevant experience.
- Thorough understanding of maternal and child health and nutrition initiatives
- Demonstrate proficiency in planning, coordination, communication and reporting
- An understanding of the synergy between the programmatic, operational, and financial components of public health initiatives.
- Experience collaborating across programmatic and finance teams to meet program outcomes and fulfill established objectives within awards.
- Proficiency in spoken and written English, including the ability to quickly condense complex technical and programmatic issues into succinct messages and communication
- Strong interpersonal skills and excellent networking/negotiation skills
- Ability to work independently and take initiative on multiple projects at any one time
- Ability to balance competing priorities, manage stress and respond to time-sensitive requests and needs
- Willingness to travel to remote areas
