Cambodian Health Committee (CHC) is a local non-governmental, non-profit and non-sectarian multi-sectorial organization was established in 1994 which is governed by an independent Board of Director (BoD) and receives different sources of funds. CHC focuses on access and delivery of care and discovery of new knowledge and approaches to cure and/or treat tuberculosis (TB) including drug resistant TB and the pioneering and scale up of TB Community DOTS, and HIV/AIDS programs for adults and children in both urban and rural Cambodia.Roles and Responsibilities:
Location: Based in Phnom Penh Office with travel to ODs and Provinces
M&E Officer under the funding of Global Fund Grant (GC7 2024-2026) who meets the following qualifications:
- Liaise, coordinate closely with Key partners and represent as a focal person for TB C-DOTS
- Support, monitor, supervise, provide technical assistance and deal with problem solving with program staff to improve the program activities and quality data management.
- Develop, manage, monitor, and review systems for data, analysis and report of project activities and outcomes at health centers, referral hospitals, operational districts, and communities.
- Establish and maintain working relationships on TB with CENAT-SI, Provincial Health Departments, Operational Districts, Referral Hospitals, Health Centers, Communities, other related departments of the Government, LNGOs, INGOs and UN Agencies.
- Responsible for transferring knowledge, technical assistance and providing leadership on TB to staff and partners in all levels and other organizations.
- Set procedures to oversee the successful implementation of project activities in compliance with CHC and donor programmatic and finance/administrative standards.
- Design relevant tools for assessments/data collection to assist the Program management level to develop the project design for new expansion and strengthen the existing project to improve the monitoring and evaluation strategies.
- Ensure completeness of data and all M&E requirements, with focus on organization level (computer-based data management system to store and generate data as required).
- Compile, consolidate and review reports to ensure accurate, timely and user-friendly aggregated data to inform project success, action planning, decision making, reporting and evaluation.
- Field follows up to ensure data quality, on site data verification and spot check.
- Master’s degree in public health or medical background (Medical Assistant or Medical Doctor) and other health equivalent experiences are preferable.
- At least 2 years in related M & E experience including capacity building, monitoring and evaluation and report writing.
- Be able to work under stressful situations and handle a large volume of work and successfully prioritize tasks to manage and achieve multiple deadlines.
- Understanding USG, Global Fund, and major donor trends for M&E (is a plus).
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
- Strong commitment to provide supportive monitoring and supervision, staff development, coaching/mentoring and proven value addition to the staff performance/growth
- Proficiency in both English and Khmer (speaking, reading, writing).
- Computer skill is high competence/proficiency (Advance in Excel is a plus)
- Willingness and proven ability to learn new software and applications.
- Proven knowledge in the database applications, design, and management
