BACKGROUND: The Ministry of Health (MoH), Helen Keller International (Helen Keller), Vitamin Angels, and the multiple micronutrient supplementation (MMS) steering committee jointly conducted implementation research in 2023 to assess the adherence and acceptability of MMS vs. iron and folic acid (IFA) supplementation during pregnancy. MMS was perceived as very acceptable among those who took it during their pregnancy; among the 87% of women who completed the trial, adherence rates were significantly higher (95%) among MMS users than IFA users (91%). The adjusted mean (95% CI) difference in adherence rates between the MMS-180 and IFA-90 groups was 3.5%. A national MMS dissemination workshop conducted in April 2024 was attended by over 120 stakeholders, including high-level government officials, representatives from multiple UN agencies, donors, NGOs, private sector representatives, youth groups, media, sub-national authorities, and study participants. The following priority actions were agreed upon by participating stakeholders following the workshop: (i) develop MMS guidelines, (ii) develop training materials for health staff, (iii) identify key MMS messages and social and behavior change communication (SBCC)/counseling materials, (iv) include the MMS in Cambodia’s essential medicines list, (v) integrate MMS indicators into the health information system, and (vi) conduct rollout activities.

1. Review phase (5 days)
- Review reports from a research consultant working for Helen Keller on a trial of improved practices study (TIPS) and formative research into product packaging.
- Review the updated National Policy and Guidelines for Micronutrient Supplementation to Prevent and Control Deficiencies in Cambodia.
- Review the updated training manual for MPA module 10.
- Summarize key findings related to MMS messaging, target audiences, and communication strategies.
2. Concept development and prototyping (5 days)
- Collaborate with the Helen Keller team to define project goals and desired outcomes for the MMS materials.
- Design a prototype for an MMS wall calendar (in English and Khmer) that:
- Share key health information for each trimester of pregnancy.
- Feature visuals of women taking MMS to promote adherence.
- Build trust and confidence in the MMS brand.
- Develop three distinct prototypes for MMS product packaging with varied color schemes, pictures, and logos.
- Create a set of MMS counseling cards (English and Khmer) based on MPA module 10 content, replacing references to IFA with MMS.
- Adapt the existing training PowerPoints for MPA module 10 to incorporate MMS messaging.
3. Field testing and revision (25 days):
- Identify four locations for participatory workshops across different provinces in collaboration with Helen Keller and the MMS steering committee.
- Participate in all four workshops to gather feedback on the MMS product packaging prototypes.
- Analyze data from the TIPS trial to identify areas for improvement in the wall calendar design.
- Revise the wall calendar, counseling cards, training PowerPoints, and potentially the product packaging (based on feedback from workshops, TIPS findings, and the MMS steering committee).
5. Presentation and finalization (10 days)
- Prepare two PowerPoint presentations on findings from field testing of MMS SBCC materials and findings from prototype testing for guideline and training manual designs, respectively.
- Share draft presentations with the Helen Keller team for review.
- Finalize presentations based on the Helen Keller team’s feedback.
- Deliver presentations at MMS steering committee meetings.
- Prepare two separate PowerPoint presentations in English and Khmer:
- Findings from field testing of MMS SBCC materials (wall calendar, counseling cards).
- Findings from prototype testing for guideline and training manual revisions.
- Share draft presentations with the Helen Keller team for review and feedback.
- Finalize presentations based on feedback.
- Present findings at MMS steering committee meeting.
- Revise MMS SBCC materials, product packaging and training manual design based on steering committee feedback.
- Share revised versions of all materials with the steering committee for final approval.
- Finalize all deliverables (MMS materials, packaging design, training manual adaptations).
