Siem Reap, Kampong Thom, Kandal, Takeo, Preah Vihear, Mondulkiri,
Kratie, Stung Treng, Outdormean Chey, Kompong Cham, Kampong Chhnang,
Pailen, Pursat, Rattanakiri provinces and Phnom Penh City in Integrated
Community Development, Sustainable Agriculture, Community Health,
HIV/AIDS, Prison, Prevention Eye Care, Community Based Disaster
Preparedness, Emergency Response and Rehabilitation, Climate Change and Adaption, Right Based Approach, Advocacy, Gender & Anti-Trafficking, Vocational Skills Development for Youth Development, Friendly Vocational Skills Development for Young Women and Young Mother with Children, and Centre for Child and Adolescent Mental Health.
The position is based in Siem Reap Province with frequent traveling to 5 provinces
- Learn the Vision and Mission of Caritas Cambodia with strong focus on Human Development of all people especially vulnerable groups and people in needs.
- Learn the various components of the Prisons Program such as provision of quality health services and vocational training along with job placement after release.
- Network with the main stakeholders and relevant Ministries involved in the prisons program.
- Write participatory annual plan with logical framework, budget and overall management plan.
- Write LOA for each prison program to submit to the MoI/GDP and MoU with MoH.
- Overall project management and provide direction to project staff (P. Officers) on program implementation to achieve the objectives as outlined in the Strategic Plan.
- Prepare project activities and budget plan and conduct regular monitoring of program implementation activities at 5 prisons with project officers in charge, working in great cooperation and support to prisons health Posts staffs.
- Collect data for RBM analysis on the 2 components of Health and Vocational training with re-integration into society after release.
- Write participatory project reports (monthly, quarterly, and annually) according to Caritas format.
- Assist the Programs Director with concept paper for small project proposals with budget.
- Work closely with National Programs especially NCHADS, CENAT, MoH, MoI and general Department of Prisons.
- Strengthen the TB and HIV/AIDS program at the prisons in line with CENAT, NCHADS and also NCD management through the SOP issued by the relevant ministries.
- Work closely with the PoLVT of each province for the good development of the vocational trainings at prisons with hard and soft skills and preparation to re-integration into society after release.
- Assist with development of session plans and training curriculum.
- Provide training and coaching to the Caritas project officers and to health post staffs at Prisons.
- Provide regular monitoring visits to all prisons and report to the SRP Programs Director.
- Attend meetings with various Government Sectors involved at prisons.
- Maintain good relationship with the Cambodian Government including PHD, PoLVT, NGOs, IOs, and other concerned parties especially Human Rights organizations involved in prisons work.
- Network with institutions and agencies for job placement after release: NEA and others
- Ensure good support to mental health & counseling at prisons in partnership with other NGOs.
- Involve in all advocacy matters especially rights of prisoners and Human Development.
- University degree in Social Sciences/ Management or any equivalent field.
- Solid experience in Health through HSS for all services including TB, HIV and Non Communicable diseases.
- Experience at prisons or closed settings is an advantage.
- Experience in vocational trainings skills and Job placement are assets.
- Strong management and M&E skills.
- Ability to do work planning, coaching and monitoring.
- Good leadership, communication and interpersonal skills.
- Excellent English and computer skills.
- Knowledge in case study, video making and digital matters.
- Flexibility and ability to adapt to the working situation.
- Solid commitment to the Care and support of Prisoners.
- Strong commitment to long distances traveling.
