DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2024 DCA Cambodia is cooperating with more than 20 partners to implement various projects.
Job summary:
DCA Cambodia is seeking highly qualified Capacity Strengthening Coordinator candidates for an anticipated 5- year USAID funded program aimed to improve Cambodia’s civil society and grassroots organizers to be more effective while maintaining civil society’s ability to function within the country’s closing civic space. The Activity will address the needs, opportunities, and challenges identified by the civic actors, across relevant sectors, to foster engagement and respond to civic space challenges. The CSR activity will strengthen the agency, resiliency, and efficacy of civil society to advance agendas that are in the public interest and advance inclusive development.
Capacity Strengthening Coordinator will be responsible for providing structured learning opportunities for CSOs and creating learning forums to build greater solidarity and support. This would include, among other things, developing advocacy toolkits, providing practical tips for implementation advocacy initiatives, creating high-impact programing, building advocacy campaigns, and organizational capacity development.
Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.
Main Responsibilities:
- Capacity Strengthening: Develop appropriate program guidance, and provide technical assistance to strengthen technical and organizational capacities.
- Structured Learning Opportunities: Develop and implement structured learning opportunities for Civil Society Organizations (CSOs). Design workshops, training sessions, and seminars aimed at enhancing advocacy and organizational capacities. Facilitate knowledge exchange forums and peer learning networks to foster solidarity and support among CSOs.
- Advocacy Toolkit Development: Create comprehensive advocacy toolkits that equip CSOs with resources, strategies, and best practices for effective advocacy. Provide practical tips and guidance for implementing advocacy initiatives.
- Program Strategies: Contribute to the project's technical direction by developing strategies and partnerships to increase project coverage, visibility, and resource availability.
- High-Impact Programming: Collaborate with consortium partners and stakeholders to identify programmatic needs and opportunities for impactful interventions. Support the development and execution of high-impact programming initiatives that align with the project’s strategic objectives.
- Support in Campaign Strategies: Work with the Advocacy and Networking Coordinator to strategize, plan, and execute advocacy efforts aimed at achieving policy change and social impact.
- Learning Approach: Work with the MEAL Coordinator to establish monitoring and evaluation frameworks to assess the effectiveness and impact of capacity strengthening initiatives.
- Partnership and Stakeholder Engagement: Collaborate with partners and key stakeholders to build strategic partnerships to leverage resources, expertise, and support for CSOs.
- Training and Capacity Building: Develop and lead training sessions, forums, coaching, and peer-to-peer learning to strengthen the capacity of Civil Society Organizations (CSOs).
- Knowledge Management: Develop and maintain a repository of resources, case studies, and best practices in advocacy and capacity strengthening. Disseminate knowledge and lessons learned through publications, workshops, and digital platforms to benefit the broader community.
- Risk Management: Monitor potential risks and actively engage with the project team on mitigating risks as they arise.
- Guideline and Reporting: Manage the completion and dissemination of activity guidance notes that capture the purpose, implementation strategy, and monitoring and evaluation (M&E) plan related to each project activity. Prepare donor reports and respond to donor requests for information.
Minimum Qualifications Requirements:
- This position is for a Cambodian national.
- Bachelor's or graduate degree in international development, social science, business, law, communication, or related field.
- Minimum of 7 years of experience managing programs, including training Civil Society Organizations (CSOs), curriculum development, and organizational capacity building.
- Strong understanding of CSOs in Cambodia and their development context.
- Demonstrated experience in capacity building for CSOs, community-based organizations, and grassroots groups.
- Experience in designing and implementing USAID Transition Awards preferred.
- Excellent communication, interpersonal, negotiation, and relationship management skills, including experience in training-of-trainers programs.
- Familiarity with USAID’s Local Capacity Strengthening Policy and principles of effective and equitable capacity strengthening.
- Capability to contribute to monitoring and evaluation; program communications; and program reporting, including the development and implementation of the Activity’s annual work plans, quarterly progress reports, and other requests that may come in from the donor.

- Proficiency in oral and written communication in English.
- Professional proficiency in MS Office suite.
