USAID Conserve is a five-year activity funded by USAID and implemented by Branch of ARD in Cambodia. USAID Conserve will improve conservation and governance along the coastal areas of Koh Kong and Kampong Som (Preah Sihanoukville) provinces, the Prey Lang Extended Landscape (PLEL), which includes Preah Vihear, Kampong Thom, Kratie, and Stung Treng provinces, and around Tonle Sap’s flooded forest areas.
USAID Conserve will address drivers of deforestation and biodiversity loss and improve conservation area management. The project will emphasize increasing community participation in forest management decisions while improving community-based economic development. USAID Conserve will provide capacity building to community members.
Collaboration with national and subnational officials will cut across all USAID Conserve elements and objectives. These efforts will mitigate the impacts climate change, improve the economic well-being of project beneficiaries, and safeguard biodiversity.
USAID Conserve will work closely with Royal Government of Cambodia, international nongovernmental organizations (NGO), Cambodian NGOs, the private sector, and communitybased organizations. USAID Conserve began in October 2023 and will conclude in September 2028.

The Site Manager is responsible for managing and overseeing USAID Conserve field activities in his/her designated are of geographic responsibility. Primary tasks include monitoring and oversight of grants provides to community-based organizations (CBO), grant technical coordination partners (GTC), and other NGO and private sector grantees; representation of USAID Conserve to provincial authorities and other stakeholders; management and oversight of USAID Conserve project offices and staff; and planning, executing, and reporting on USAID Conserve’s annual, quarterly, and monthly workplans.
- Lead and oversee activity implementation.
- Supervise and provide guidance to ensure that field staff develop and implement field activities effectively.
- Coordinate with GTCs to conduct CBOs assessment for CBOs proposal development.
- Prepare and implement annual, quarterly, and monthly work plans with clear estimated budgets and assigned responsible persons.
- Review and approve all monthly cash advance requests and advance clearances for all USAID Conserve activities.
- Ensure quality control of technical deliverables and meet reasonable deadlines.
- Coordinate with GTC to ensure timely delivery of CBO milestones.
- Ensure adherence to all USAID Conserve technical and administrative policies, procedures, and systems by program staff and beneficiaries.
- Provide capacity building and technical advice to the field team to effectively support the CBO grants management and implementation.
- Represent USAID Conserve and manage collaborations with partners, including government, private sector, and civil society, ensuring professional relationships are maintained.
- Serve on the USAID Conserve Senior Management Team (SMT), bringing relevant technical issues and decisions to the SMT, and communicating decisions made by the SMT to office staff.
- Coordinate with the technical team, including grant and communication, to provide the best support to the field team.
- Engage with the communication team to provide case study, stories and other information needed.
- Engage with potential service providers or private sectors to provide technical capacity to CBOs.
- Keep USAID Conserve regularly updated on project activities and achievements, providing regular summaries of any special project highlights.
- In coordination with Monitoring, Evaluation and Learning (MEL) staff, establish and maintain a monitoring system to ensure precise information on all activities at the project site.
- Contribute to refining of data collection, monitoring and reporting tools and to the harmonization of livelihoods methodologies and tools across the project.
- Perform any other duties as assigned by the Deputy Chief of Party and/or Chief of Party
- Minimum of bachelor’s degree in a relevant field (Forestry, Natural Resources and marine Management, Rural Development, etc.) with master’s degree preferred.
- Minimum of 7 years of successful experience working in grant management, livelihood support to CBOs, natural resource or marine management, rural development etc.
- Minimum of 3 years experience performing duties like those of the USAID Conserve Site Manager.
- Experience of working with community-based organizations.
- Proficiency in all Microsoft Office applications.
- Strong leadership and interpersonal skills, exceptional financial and management capacity, proven experience mentoring and coaching staff.
- Demonstrated experience in solving complex problems.
- Experience working with USAID funded programs.
- Able to multi-task, establish priorities and meet deadlines.
- Good oral and written communication skills in Khmer and English.
- Understanding and commitment to biodiversity conservation, climate mitigation, good governance, and improving livelihoods.
