The Fisheries Action Coalition Team (FACT) was established in 2000. FACT works to strengthen the NGO coalition and the Coalition of Cambodia Fishers (CCF) for better fisheries resources management; support capacity development of community fisheries (CFi)/community protected area (CPA) committees, members and other local focal persons; empower them to work on and address practical fisheries related issues that are affecting their livelihoods; and develop economy of the local fishers through diversification of their income sources such as ecotourism/tourism, fish processing, water-hyacinth handicraft, beekeeping, plastic-waste handicraft and eco-bricks. FACT implements its program activities in three regions of Cambodia, including Tonle Sap, Coastal and Mekong. FACT is now seeking to recruit qualified candidates to fulfill its own various vacant positions as follows:

Livelihood Program Coordinator-LPC

Key Responsibilities

• Ensure that the outputs of the Livelihood Program will be achieved according to budget and time frame and responsible for financial management for the program funds;
• Engage in designing, planning, implementation, monitoring, follow-up and evaluation of the Livelihood Program;
• Develop yearly, quarterly, monthly, weekly work plan for the Livelihood Program and actively engaging in consolidating the Livelihood Program activities into the Global Work Plan;
• Report the program achievements/results on monthly, quarterly, semester and annual basis to Program Manager and MT;
• Engage in conducting all relevant program researches;
• Lead on Livelihood program designing, planning, implementation, monitoring, follow-up and evaluation of the Livelihood program implementation;
• Guide staff in the implementation of all FACT’s Livelihood activities;
• Join weekly internal team meeting at head office and bi-monthly Management Team meeting (on rotation basis);
• Report the Livelihood program activities on monthly, quarterly, semester and annual basis to Program Manager and/or management;
• Lead program team to develop monthly, quarterly, and annual work plans;
• Provide technical and overall management support to program team;
• Review budget requests from Livelihood program staff;
• Build and strengthening communications/collaborations with NGO partners and Government agencies at all levels, in particular Fisheries Administration (FiA), Ministry of Agriculture, Forestry and Fisheries (MAFF), and Ministry of Environment (MoE), Ministry of Tourism (MoT), Ministry of Interior (MoI) National Committee for Tourism Community and Ecotourism (NTCE), National Committee for One Village One Product (OVOP), concerned provincial departments and other concerned provincial authorities;
• Build and strengthening both national and regional networks;
• Provide capacity building to program staff on relevant subjects in compliance with FACT’s strategic plan;
• Ensure FACT’s five-year strategic plan is carefully and smoothly implemented;
• Involve in designing future strategic plan, developing proposal and fundraising;
• Build and strengthening relationship with FACT’s donors;
• Represent FACT in other events.

Requirements

• Bachelor/Master degree, Master degree is most advantage;
• Minimum seven-year experience working on natural resources management, in particular fisheries resources management and economy development of local fishers;
• Excellent staff and project/program management skill;
• Excellent communication skill;
• Fluency in both Khmer and English;
• Excellent organizational development skill;
• Excellent fundraising skill;
• Excellent computer skill;
• Excellent reporting skill;
• High quality result-oriented person;
• Highly demonstrating openness for feedback for change and ability to manage multi- tasks;
• Good knowledge about fisheries related issues – including illegal fishing, fisheries related legal frameworks, local fishers’ economy, climate change, and hydropower development project and its impacts;
• Experience in networking and advocacy;
• Excellent team work;
• Strong critical thinking and creative person;
• High patience, working under pressure, and high commitment to achieve FACT’s VMG.
