I. Background
Registered at MoI in September 2005, Live & Learn Cambodia, or Live & Learn Cambodia is a local NGO and non-profit making organization, which is part of an international network of NGOs, the Live & Learn Network covering nine countries across Asia and the Pacific. Live & Learn Cambodia has been working with various partners throughout the country with a broad range of stakeholders, including Government ministries, local authorities, development partners and local and international NGOs, and communities.
Live & Learn Cambodia’s current vision is for a sustainable and equitable Cambodia free from poverty, while (its mission) empowering Cambodians with innovative solutions to achieve a sustainable livelihood and environment. Live & Learn builds resilience of local communities by developing their human, social, environmental and financial capital through innovative solutions, multi-stakeholder platforms and partnerships, in the areas of livelihood, water sanitation and hygiene, and rural energy access.
Live & Learn Cambodia has obtained grants from VOICE Program of Oxfam Novib and Hivos. Live & Learn Cambodia wishes to engage the service of an audit firm for the purpose of auditing the project “Cambodia Linking and Learning Facilitator”.
Project to be covered by audit
Project Name: Cambodia Linking and Learning Facilitator Donor Name: Oxfam Novib and Hivos, VOICE Program Project Period: 01.01.2024 to 30.06.2024
Budget: 131,406.90 USD equal 121,673.06 EURO
Live & Learn Cambodia wish to engage the services of an audit firm for the purpose for auditing the above listed projects, as stipulated in the agreement between Live & Learn and donors. The audit shall be carried out in according with international audit standards issued by The International Auditing and Assurance Standards Board (IAASB). The audit shall be carried by an external, independent and qualified auditor.
II. Objectives and Scope of the audit
The objectives for the audit of the project financial is to audit financial statements for the period from 01 January to 30 June 2024 as submitted to our donor and to express an audit opinion according to ISA 800/805 on whether the financial statements of the project submitted to donor, are in according with donor’ instruction for financial reporting as stipulate in the agreements including appendix between donor and Live & Learn Cambodia.
III. The Reporting
The report shall be written in English and submitted to Live & Learn Cambodia not later than 20 August 2024.
IV. Tender Submission
Firms meeting, he above criteria are requested to submit their proposal via email at procurement.cambodia@livelearn.com as follows:
1. Technical Proposal
2. Financial Proposal indicating the proposal fees and other expenses include tax on service.
V. Deadline for Submission:
The technical and financial proposal should be submitted with the subject line clearly written as “Request for proposals: Audit Service” not later than 18 April 2024.
No hard copies will be accepted.
Questions should be addressed to the same email (not by phone) no later than 12 April 2024.
The audit exercise is required to start on 9 to 12 July 2024.

III. The Reporting
- The scope of the audit shall be stated in the report and the methodology used shall be presented.
- The reporting shall be signed by the responsible auditor (not just the audit firm) and title. The reporting from the auditor shall include an independent auditor’s report in accordance
- with the format in standard ISA 800/805 and the auditor’s opinion shall
- be clearly stated, as well as a Management letter with audit findings and weaknesses identified during the audit process. The auditor shall regardless of materiality, quantify the amount for costs lacking sufficient supporting documentation. The auditor shall make recommendations to address the weaknesses identified and the recommendations shall be presented in priority order. If the auditor assesses that no findings or weaknesses have been identified during the audit that would result in a Management Letter, an explanation of this assessment must be disclosed in the audit reporting.
- Measures taken by the organization to address weaknesses identified in previous audits shall also be presented in the Management Letter.

- Confirmation of the firm’s understanding of the term of reference and its capacity and capability to deliver on the ToR. (haft or one page only)
- The audit methodology/approach, workplan and timelines for undertaking and completing the assignment and deliverables (one or two page only)
- Profile of the audit firm
- Certificate of registration with accounting and auditing regulator (ACAR)
- VAT registration certificate
- The CVs of the key staff proposed to do the assignment.
- Appropriate reference to demonstrate the experience specified in the ToR.
