How can you make a difference?
The ministry of Education, Youth and Sport (MoEYS) has concluded the implementation of the current MEAP 2019-2023 with achievements and results, including capacity development of Special Education Department (SED) and provincial office of education’s officials (POE) in MLE programme management, and implementation of teacher training (in-service and pre-services). Despite these achievements, there are still challenges and bottlenecks that need to be addressed in the coming years. It is time that MoEYS develop the next five-year plan, MEAP 2024-2028 to give a road map in further improving access and quality of the MLE programme to benefit more Indigenous ethnic minority children in Cambodia. There is a need of technical expert or an international consultant to provide effective and technical supports for the ministry on this work.
Under the overall guidance and in consultation with UNICEF education section, the international consultant provides technical support for the Ministry of Education, Youth and Sport (MoEYS) to develop a five-year Multilingual Education Action Plan (MEAP 2024-28). The plan will shape a roadmap that includes key strategic priorities to help MoEYS to deliver inclusive quality education for the children from ethnic indigenous minority communities through a mother-tongue based education model known as Multilingual Education (MLE).
To qualify as an advocate for every child you will have…
- Advanced University Degree in education, language development/ linguistics, or another related technical field of study.
- A Minimum 8 years of professional experience working in multilingual education, language development/ linguistics, and/or social development, research.
- Relevant experience at international/national level in mother tongue-based education related issues and assignments.
- Experience in policy, national and strategic plan development.
- Experience in qualitative research, ability to conceptualize development issues, high-quality technical and analytical reports.
- Work experience in Southeast Asian Countries and Cambodia is an asset.
- Work Experience with/ at communities particularly with Indigenous ethnic minority communities is an asset.
- Excellent writing skills in English language.
- Computer literacy, digital skills and presentation skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa
(applicable) and health insurance required to perform the duties of the
contract are valid for the entire period of the contract. Selected
candidates are subject to confirmation of fully-vaccinated status
against SARS-CoV-2 (Covid-19) with a World Health Organization
(WHO)-endorsed vaccine, which must be met prior to taking up the
assignment. It does not apply to consultants who will work remotely and
are not expected to work on or visit UNICEF premises, programme delivery
locations or directly interact with communities UNICEF works with, nor
to travel to perform functions for UNICEF for the duration of their
consultancy contracts.
