The Office of the High Commissioner for Human Rights (OHCHR) is the principal United Nations agency responsible for the promotion and protection of human rights. It is part of the Secretariat of the United Nations, an inter-governmental organization made up of 193 Member States. OHCHR’s headquarters are in Geneva, Switzerland. It maintains an office at the United Nations Headquarters in New York, country and regional offices, and human rights advisers assigned to United Nations Country Teams. It also manages United Nations peacekeeping missions around the world. The Office of the High Commissioner for Human Rights has been operating in Cambodia since October 1993. The 1991 Paris Peace Accords had given the United Nations Transitional Authority in Cambodia (UNTAC) a mandate to monitor the human rights situation during the transitional period (1991-1993). Once the work of UNTAC was concluded, the Accords mandated the United Nations to continue its human rights work in the country. The Office’s programme developed from this mandate.
Context
The OHCHR Cambodia Country Office is one of the oldest field presences of OHCHR. In fulfilling its mandate to promote and protect human rights, the Office works on three core areas: strengthening international human rights mechanisms, enhancing participation and protecting civic space, progressive realization of economic and social rights, enhancing equality and countering discrimination and strengthening the rule of law and accountability for human rights violation. The UNV assignment of the Human Resource Specialist is part of the Administrative and Programme Support Unit that works to ensure operational support to the delivery of the OHCHR Cambodia country programme as a whole.
Task description
Under the overall guidance of the Representative, Deputy Representative and the direct supervision of the Administrative and Programme Support Officer, the Human Resource Specialist will undertake the following tasks: - Coordinate and provide support in recruitment process including gender inclusive recruitment of all recruitment cases of all contract types. - Ensure the on-boarding of new staff/personnel including matters related to relocation to the duty station such as visa processing, registration of international staff with relevant host country authorities. - Maintain staffing table and update staff list for various purposes - Monitor leave of staff/personnel - Provide support to the development of and implement staff training strategies. - Perform other tasks as required to support the Unit.
Required experience
3 years of experience in human resource management, administrative or related fields is required; • Good oral and written skills in English language; good drafting, formulation, short reporting skills are required; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment are required; • Experience working with international non-profit organization is desired • Have affinity with or interested in humanitarian and human rights work, volunteerism as a mechanism for durable development and the UN system.
