The SFESDP aims to improve employability of current and future labor force (both women and men). It will help the government effectively implement technical and vocational education and training (TVET) reforms and ensure that the future labor force have expanded access to high quality skills development opportunities with advanced facilities and demand-driven training programs. The program consists of 3 outputs: 1. strengthen skills development ecosystem in Cambodia; 2. promote industry-led inclusive skills training in strategic partnership with industries; and 3. enhance the SDF. It will support to develop future labor force with selected priority skills critical to meeting the Fourth Industrial Revolution (4IR) and green economy though transforming selected TVET institutions. It will also support to operationalize the Industry Transformation Map (ITM) through enhancing competitiveness and sustainability of priority industries, including textile and apparel industry, and to strengthen the SDF permanent agency.
The SDF is an implementing agency and responsible for managing and implementing the outputs 2 and 3 of the SFESDP. It will establish its own PIU that will be led by a project director and supported by (i) 9 qualified counterpart staff responsible for management and monitoring of outputs 2 and 3 interventions;
(ii) TAFTAC that will be its external partner as per partnership agreement signed between SDF and TAFTAC in implementing output 2; and (iii) other major industry associations from the automotive and electronics industries that will become additional external partners by signing partnership agreements with SDF under output 3.
To ensure smoothly manage and implement the Output 2 and 3 of the SFESDP, the SDF is hiring Project Implementing Consultants (PIC-2) to support the recruitment of international and national consultants and in administering payments for the consultant to implement SFESDP.
This assignment has four main purposes:
a) Recruit a number of international and national individual consultants required under SFESDP and replace consultants if they leave the consultancy assignment due to underperformance or resignation;
b) Create and manage job contract of international and national consultants, which will be done between the consultants and PIC-2; and
c) Administer contracts, contract revisions, monthly salaries and consultancy claims of the international and national consultants during the course of their assignment. List of international and national consultants is indicated in table below.
d) To develop video using contents from the 5 subjects (i) 5S, (ii) Waste elimination, (iii) Lean, (iv), Critical core skills and (v) Labor law. And, create and manage job contract as well as administer the contracts of the 5 consultants and professional consultants to make videos,
All consultants will be under direct supervision of the SDF. PIC-2 provide support on recruitment and administering consultants’ contracts and payments.
- Under output 2, assist the TAFTAC and SDF to manage the project development of gender-responsive and inclusive and apparel skills framework and the delivery of demand-based inclusive training for textile and apparel workers.
- Under output 3, assist the SDF in the review current strategies for the promotion and utilization of the fund and in the review of the guidelines, application, and approval processes with an aim to transform the process into a full, end-to-end online fund management system. It will also support SDF to (i) provide capacity building in areas of technical and financial analyses of training proposals; (ii) analyze fiduciary due diligence; (iii) implement procurement, marketing, research, and communication, among others; and expand demand-based training programs.
- Other services to be provided by the consultants include but not limited to the duties and responsibilities of each individual experts shown on the Table 2: Minimum Required Qualifications and Outline Terms of Reference for PIC-2 (Outputs 2 and 3) below.
- The number of international and national consultants and duration of their contracts, that the PIC-2 will recruit and administer job contracts. All consultants will be managed and supervised by the SDF to deliver their expected outputs to ensure quality and relevancy of the results.
