PURPOSE OF THIS CONTRACT
Oxfam’s Mekong Regional Water Governance Program identifies the need for a lead facilitator to provide facilitation and management oversight for the convening of the Women and River Congress (WRC) that is planned to take place in May 2024. The assignment is proposed for a period of 25-30 working days that will be spread over 6 months from January to June 2024. The lead facilitator will be working closely with Mekong Regional Water Governance Program Manager, the WRC Steering Committee in the convening of the Congress for this work.
BACKGROUND AND CONTEXT
Oxfam’s Regional Water Governance Program in Asia has multiple projects that contribute to sustainable development of water resources in key river basins, in South Asia, Mekong and the Salween basins. The Mekong Regional Water Governance Program aims to have more inclusive, equitable water governance that reduces the impact of climate change and increases social accountability to citizens in the Greater Mekong Basin. The program envisions that communities living along the Mekong and Salween River basins are able to realise their right to sustainable livelihoods. Currently, there are multiple regional projects implementing under the program, including:
- Mekong Inclusion Project phase 2 (June 2020-June 2024) with possible extension to April 2025
- Strengthening Climate Resilience in the Mekong Sub-region (March 2022-June 2025)
- Water Governance Project
These projects aim to empower communities, promote inclusive governance, and strengthen resilience to climate change in the Mekong region through the active involvement of marginalized groups, civil society, and diverse stakeholders.
ABOUT THE WOMEN AND RIVER CONGRESS
The Asia Women and River Congress (WRC) is a significant event that aims to address the gender inequalities and social exclusion in water resource management and promote the active participation of women in decision-making processes. The first global Women and River Congress, held in March 2019, were co-convened by International Rivers, Oxfam, and its partners in Nagarkot, Nepal. The event brought together close to 100 women from more than 30 countries to celebrate the fundamental role women play in defending and stewarding freshwater resources, as well as spur collective action to challenge the deep-rooted, gender inequalities that women face in safeguarding rives and river ecosystems. The congress resulted in a roadmap for action, focusing on three key areas[1]: (i) Generating Knowledge and Influencing; (ii) Strengthening the Movement and Collaboration for Change via the Women and Rivers Accelerator program (for women in Asia and Africa)[2]; (iii) Framing the Narrative and Telling Our Stories.
GOAL OF THE WOMEN AND RIVER CONGRESS
(Original) goal of the WRC: Participants at the Congress sought to create opportunities to build collaborative relationships, strategize solutions, and catalyse the integration of women’s leadership in water research, policy, management, and decision-making.
SCOPE OF WORK
- In collaboration with the WRC Steering Committee, develop the WRC details planning and sessions.
- Work with the WRC Steering Committee on the core aspects including participant invitation, communication plan and implementation, governance, and management of the convening of the congress. Where possible, participate in the resource mobilization for the congress.
- Work with WRC session leads/facilitators/rapporteurs to identify the key objectives of each session and how they contribute to overall Congress theme.
- Collaborate with other WRC committees (i.e. communication, organizing, etc.) for congress key communication pieces before, during and post congress.
- To lead and oversight the Congress implementation plan.
- Develop the Congress Report and a Congress Communique.
DELIVERABLES
This consultancy assignment will start from 01 January to end of June 2024 and is expected to be completed by 30 June 2024. Below are the overall deliverables:
- WRC Detailed plan
- Oversight of WRC session flows and the cohesion
- Produce WRC Report: A detail of report, 25 – 30 pages
- WRC Communique, 3-5 pages, capturing the key learnings and way forward.
PAYMENT SCHEDULE
Payment will be made by following instalment schedule:
- 1st Payment 50% upon signing contact
- 2nd Payment (Final) 50% will be made upon completed all agreed deliverable with satisfaction and an official invoice is billed to Oxfam, detailing the number of days that consultant work for each deliverable output. Payments will be paid based on the submission of invoice and timesheet.
Oxfam will pay 15% withholding tax for resident taxpayer or 14% withholding tax for non-resident taxpayer to the Cambodian Government from the respective net fee.

PROFILE REQUIREMENTS
We are looking for an individual consultant or consultancy team who can facilitate the Women and River Congress and deliver the above expected outcomes in strict timeline. The individual and/or team should be able to work under tight timeframe and working closely with the WRC steering committee and steer the process.
Essential criteria
- Consultant or a team that possess prior workshop/conference/congress facilitation experience. Experience of working with civil society-led influencing and advocacy program.
- Hold technical and writing skills to distil the content from various sessions.
- Ability to summarize key points, capture quotes and document main messages delivered.
- Must be proficient in English; languages of a Mekong country is preferred.
- Able to develop a detailed plan that involve many stakeholders/actors and adjust it when risk and security occurrence call for adjustment and adaption.
- Have good knowledge of gender, feminism, and masculinity in water governance in the Mekong; knowledge of other river basins is preferred.
Desirable
- Experience in working with and/or knowledge of Oxfam or similar organizations, universities, other development setups.
- Relevent qualifications in social sciences or a related field
- Well-developed computer skills, and ability to manage multi-tasking.
- Awareness of, and commitment to, gender equality and commitment to Oxfam's equal opportunity
