Oxfam has been implementing the Influencing Just Energy Transition Program in Asia. Asia’s progress in renewable energy transition is considered key to determine global outcomes in the abatement of climate change. Renewable energy development is expected to rapidly upscale in coming years, with green investors demonstrating strong interest in Asia and ASEAN member states. The scale of the required transition is daunting, given the make-up of ASEAN’s current energy sources.

A just transition to clean energy has the potential to address both the climate crisis and energy poverty and inequality. However, this can only be achieved with a focus on justice. Without such a focus, the transition may worsen existing injustices and inequalities, leading to public resistance and delays in the transition, particularly in low-income countries and communities.

The Influencing Just Energy Transition in Asia project which was funded by the Australian NGO Cooperation Program (ANCP) Australian Department of Foreign Affairs and Trade (DFAT) has been implemented starting from 2022. The project logic encompasses the components of the three tenet Justice Energy Framework:

  • Distributional justice: geography of who does not have access to reliable/affordable/sustainable energy – primarily off-grid communities in remote areas and are least likely to be prioritised in energy policy;
  • Procedural justice: who is not included in decision making on energy – this includes community users (as opposed to industry users), and in particular representatives of remote off-grid communities; and
  • Recognitional: social groups most impacted – including women, people living with disability, ethnic minorities and other energy-marginalised social groups.

The overall aim is to contribute to target national governments within ASEAN meeting emission targets in line with the Paris Agreement by phasing out fossil fuels in favour of scaling-up sustainable RE thereby ensuring access to sustainable energy for all.
