Position Purpose:
The position provides leadership and management of project planning, budgeting, implementation, monitoring, evaluation and reporting ensuring alignment with the approved project design and in compliance with donor rules and regulations. The position also provides leadership and management support to Admin and Finance Officer, Agriculture Technical Specialist, WASH Specialist, and Market Facilitator so that they are technically competent and enabled to facilitate the implementation of the project to achieve the highest quality. Moreover, the Grant Technical Team Leader will cooperate with the Ministry of Rural Development (MRD) and Provincial Department of Rural Development (PDRD) in Banteay Meanchey, Battambang and Pailin provinces and other external stakeholders for the project implementation.
Major Responsibilities:
- Project Management: To provide leadership and strategic direction to project teams and to ensure the project goal and outcomes achieved as per the timeframe set.
- Grant Management: working closely with procurement team, finance team at national and zonal levels in order to ensure the procurement and financial management are complied with WVI’s and donor’s policies and standard.
- Stakeholder Management: Take full responsibility for getting all the important internal and external project stakeholders work effectively together to deliver the project on time, within budget and with outputs of good quality. Regularly communicate with MRD and the Director of PDRD on the project implementation and update.
- Managing Work Plan and Budget: Facilitate the process to develop the Annual Development Plan and budget to summit to the donor and WV Korea, ensuring that a project is executed in line with the agreed cost category and budget.
- Reporting: Ensuring that project monitoring and quarterly, bi-annually, and annual reporting (both financial and narrative) is delivered with high quality and agreed timeframe. Work with FMs to ensure that the report is well captured from the project implementation before translating it into the Korean language.
- Learning and Evaluation: Ensure that learnings from the project are captured and integrated into ongoing planning and also share to WV Korea, donor and partners as lessons learnt.
- Representation, Networking and Relationship Building: Ensure effective communication with donors, MRD/PDRD NGOs, private sectors and other government department at national and local levels
Knowledge and Qualifications
- Bachelor Degree in Agriculture, Rural Development, Social Development, Education, General Management, Business Administration, Law or any related fields. Any relevant Master Degree is preferable.
- At least 3 years sound experience in grant project management including project design, implementation, monitoring, evaluation, report writing and financial management.
- Experience in any relevant roles in management and technical position regarding to grant project management, people management and leadership, rural development, or social enterprises etc.
- Proven experience in agriculture, livelihood, WASH and working with government
- Strong negotiation, problem solving, interpersonal and communication skills (written and verbal) in both Khmer and English
- Liaison, networking skills and brokering partnerships skills
- Strong skills in data analysis, research work and community-based programming or village development project.
- Strong organizational and management skills, with a proven track record of managing a team
- Ability to demonstrate servant leadership and foster a collaborative, team-oriented atmosphere.
- Integrity, honesty, and accountability to donor, team and community
- Able to make quick decisions as needed
