1. Purpose: CRS Asia Region office seeks EOI in response to a consultant to support in prepositioning and proposal development. Support will depend on the need when the opportunity drops and the appropriate LOE.
2. Objectives and Scope:
Description of Work:
- This consultancy will be conducted remotely from the consultant’s home location. We expect at least a 4 hour overlap with Asia time zones, 3-4 days per week.
- Capture Planning & Prepositioning for BD Opportunities
- Facilitate an opportunity or country-specific analysis about the donor, the opportunity, the competitive environment, and CRS through desk research and Key Informant Interviews to facilitate a Go/No Go decision and to help identify win themes.
- Support and guide identification of partners and negotiation of CRS’/partners role on proposal consortia.
- Support the development of MarCom tools (one pagers, social media posts, etc.) for prepositioning on specific BD opportunities.
- Support the Preliminary Project Design, through the following, as needed:
- Drafting a Literature Review with support from the
- Early draft elements of the technical narrative
- Draft or review Past Performance Records, Win Themes, and/or corporate capabilities.
Proposal Development
- Work closely with the proposal coordinator, technical and sector leads, and others to develop well written, well organized and cohesive concept notes, expressions of interest, proposals and proposal annexes, aligned with donor requirements and CRS standards.
- Participate in interviews and meetings, as necessary, to contribute to strong proposal inputs.
- Edit proposals and annexes to improve readability and ensure alignment with donor requirements and the opportunity.
- Coordinate proposal development processes to ensure timely submission of high-quality proposals that are responsive to donor requirements, applicable regulations, and CRS’ technical and cost standards.

- Donor Reports or other programmatic documents, as needed.

3. Expected Procurement Details:
To support CRS Asia Region Business Development Work, the region is looking for a consultant to support in prepositioning and proposal development. Support will depend on the need when the opportunity drops and the appropriate LOE as attached details in Scope of Work.
3a. CRS Delivery Schedule:
Given USAID’s unpredictable timeline globally and throughout Asia, this consultancy agreement will from April 2023 to September 2023. We anticipate 40 days of work.
3b. Timeline for Contract:
Period of Performance: April 2023 to September 2023.
3c. CRS Payment Terms Offered:
Payment will be provided upon completion and approval of required deliverables submitted along with invoices. Prior agreed upon and approved travel expenses, e.g., hotel, airfare, transport and per diem will be part of the consultancy contract. Any changes to the agreement must be requested in writing to CRS Regional Office-BD.
4. Special Procurement Conditions and Additional Information:
CRS invites consultants capable of executing the tasks listed in the SOW to submit their EOI’s to ONLY kh.procurement@crs.org or in Sealed Envelope to CRS Cambodia Office, #64, Preah Norodom Blvd corner st 178, Chey Chumneas, Daun Penh, Phnom Penh by 30th March 2023, 17:00, and indicating Reference No: EOI-KH1199_Business Development Writer on your submission.
In order to be considered, interested parties’ Expression of Interest should include the following information:
- Contact information (full name and address, country, telephone and fax numbers, e-mail address, website and contact person);
- CV (max. 4 pages);
- Cover letter that explains how you are the right fit and have the appropriate experience for this SOW (max 2 pages), and;
- Cost proposal with a cost associated for each activity in the table with the SOW (1 page), including any related expense.
- Contact details of three referees.
