Mekong Institute (MI) is an intergovernmental organization that contributes to regional cooperation and integration through capacity development, dialogue, and advocacy for the acceleration of sustainable socioeconomic development and poverty alleviation in the Greater Mekong Subregion.
Founded and represented by Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam, MI’s strategies are aligned with the core tenets of the GMS Cooperation Program Strategic Framework 2030, ASEAN Economic Community, and the 2030 Agenda for Sustainable Development.
MI supports these frameworks through the implementation of projects across the areas of Agricultural Development and Commercialization, Trade and Investment Facilitation, and Sustainable Energy and Environment (SEE), while addressing issues of social inclusion and vulnerability, digital economy and innovation, and labor mobility to cement holistic and sustainable development impacts in the subregion and beyond.
POSITION
Reporting to the SEE Director, the Energy Program Coordinator will perform two interrelated roles. First, work with the Program Team to deliver program capacity development activities, monitor progress for data collection purposes, and coordinate follow up action with team leaders. Second, he/she will support research development of GMS priority and emerging issues according to MI’s three thematic areas.

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE
Essential
1. Master’s degree in energy and environment, sustainable development, economics, or any other related field
2. Knowledge of technical issues relevant to the program in the context of the GMS, ASEAN, and global stage.
3. Basic understanding of technical concepts related to project management such as logical framework, results-based management, evidence-based advocacy, and research methodology
4. Basic understanding of accounting procedures
5. At least three years of experience in:
a. Project implementation, particularly in the area of capacity development
b. Designing, implementing, and facilitating capacity development activities, preferably in the area of energy
c. Carrying out research studies and surveys
6. Strong English speaking, writing, and comprehension skills
7. Good negotiation and interpersonal skills
8. Proven ability to work in a team and coordinate with others
9. Proficient user of all Microsoft Office applications
Desirable
1. Proficiency in at least one GMS language is an asset
2. Work experience in sustainable energy, energy transition or energy connectivity is ideal
3. Excellent English report writing skills

- Inputs of case studies for content development
- Concept notes for capacity development activities
- Smooth working relationship with implementing partners and Coordinating Agencies
- Smooth consolidation of experts’ inputs and implementation of capacity development activities
- Delivery of content in capacity development activities
- Timely submission activity and institutional reports, including documents for the Governing Board Meetings
- Contribute and/or develop research projects, concept notes, and project proposals, as required
- Monitor and consolidate project data for submission to the Monitoring and Evaluation Unit
- Efficiently monitor financial budget and expenses of projects, according to donor guidelines
- Demonstrable acquisition of knowledge in program content to further professional development
- Main Responsibilities and Tasks
- Coordinate the implementation of capacity development activities (e.g., workshops, structured learning visits, seminars)
- Draft concept notes and project proposals related to the energy
- Prepare project narrative reports on a quarterly, semi-annual, or annual basis, as required by donors
- Serve as Team Leader or Lead Facilitator by coordinating with thematic experts in the delivery of capacity building activities. This includes working with resource persons in preparing session plans and materials, facilitating learning activities, as well as synthesising and evaluating training sessions or modules
- In coordination with the M&E Officer, design evaluation forms for activities and administer pre- and post-tests and the online evaluation system
- Devise budgets for project activities
- Disburse budget of activities and report expenditures according to MI procedures
- Work closely with the Finance Team to review and monitor the projects’ revenue and expenditures. This includes advising the Finance Team to charge and adjust budget lines according to approved regulations
- Develop project completion reports, evaluation reports, and post-activity follow up action in accordance with MI standards and/or as required by donors
- Under the guidance of MI management, liaise with MI Coordinating Agency representatives, government officials, local partners, development partners, and collaborating agencies, as required
- Write reports and contribute to content development for the MI website and other institutional publications
- Lead coordination and/or provide support for research assignments undertaken in collaboration with local partners on emerging issues for case studies and policy dialogues
- Perform other related tasks, as requested by management
