Deputy Chief of Party for Non-Communicable Diseases – Promoting Healthy Behaviors
PSI/CAMBODIA IS SEEKING A CAMBODIAN DYNAMIC CANDIDATE TO FILL THE POSITION OF: DEPUTY CHIEF OF PARTY FOR NON-COMMUNICABLE DISEASES – PROMOTING HEALTHY BEHAVIORS (PHB), 01 POSITION.
JOB SUMMARY
Promoting Healthy Behaviors (PHB) is a five-year (May 2018-June 2023) USAID funded Social and Behavior Change project. PHB works to assist the Royal Government of Cambodia to improve health behaviors among Cambodians working across six health areas: tuberculosis, family planning, maternal and child health, WASH, malaria and nutrition. The purpose of the project is to improve health behaviors among Cambodians and support USAID Cambodia’s goal to ensure that Cambodians seek and receive quality health care with decreased financial hardship. In 2021, PHB anticipates receiving additional funding to expand the project scope to include enabling access to health and social services for survivors of the Khmer Rouge, including providing health care information and raising public awareness of the importance of health care issues, particularly noncommunicable diseases (NCD’s).
The Deputy Chief of Party for Non-Communicable Diseases (NCDs) is responsible for ensuring the smooth and effective implementation of this non-communicable disease component, which includes the dissemination of health messages on NCD risk factors, and how and where to receive screening and services for such issues as diabetes, high blood pressure, mental health, cancer, as well as violence and abuse. Project implementation will require close collaboration with relevant departments of the Ministry of Health (MoH) including the Preventive Medicine Dept. and the National Center for Health Promotion (NCHP) at national level, and Provincial Health Departments/Operational Districts as well as other NCD implementing partners stakeholders. Specific areas of responsibility for the Deputy Chief of Party include strategy design and implementation; strong and consistent engagement with USAID and the priority governmental partners; oversight and coordination of various sub-grantees; management of administrative and financial matters in support of the Chief of Party; and overall workplan development and monitoring for PHB’s NCD activities.
In their role as Deputy Chief of Party, responsibilities will include
representing the overall PHB project at various events and meetings and
with partners and stakeholders, working with the Chief of Party and
other
PHB senior staff to develop PHB strategies and workplans, and acting as
Chief of Party of the PHB activity in the absence of the Chief of Party.
DESIRED QUALIFICATIONS
- Master’s degree or higher in Management, Public Health, Medical Doctor or relevant field
- At least 6 (six) years’ experience in program design and implementation
- At least 4 (four) years’ experience working with donor-funded projects, with a preference for USAID-specific experience
- Prior experience working with government counterparts and national programs, NGO partners and sub awardees.
- Knowledge and experience with public health, social and behavior change/health communications
- Technical knowledge or training on non-communicable diseases is a plus
- Project management skills (project design, planning, work-plan management, budget development and financial management and control)
- Possess critical thinking capability and analytical skills
- Outstanding coordinating and representation skills
- Strong organization skills; highly organized, good attention to details, comfortable working on multiple simultaneous projects; ability to work on his/her own initiative
- Excellent verbal and written communications skills in Khmer and English
- Possess positive attitude to be a team player, being flexible in a variety of tasks contributing to work even outside of JD as required.
