Background
Passerelles numériques (PN), a non-profit organisation, is dedicated
to enabling highly disadvantaged youths, through their abilities and
their commitment, to access education and technical and vocational
training, in the sector of Information Technology. We work to build
strong employability which will allow them and their families to
sustainably escape poverty, and contribute to the social and economic
development of their countries.
Established in Cambodia, the Philippines and Vietnam, Passerelles numériques currently trains 342 students. PN employs around 100 people based in these three countries including a small team in France. Since 2005, 2 002 young talents completed with success their studies. Passerelles numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture and Econocom, and also receives support from individual donors.
In Cambodia, Passerelles numériques started its mission in 2005, with a training centre based in Phnom-Penh. In 2007, the first class graduated with 20 students, and most of them had a job just after graduation. Today, PN Cambodia (PNC) trains 144 students and 1 485 successfully completed their studies since 2005.

We endeavor to truly develop students’ employability which will allow them and their families to escape poverty in a sustainable way, and contribute to the social and economic development of their countries. To that order, Passerelles numériques designs and delivers both education and training through soft skills and hard skills curricula. Students graduate from a state-approved diploma. Our objective is that at least 90% of enrolled students succeed and find a qualified job at the end of their training. In order to reach this ambition, PN focuses on delivering training that is:
Reporting to PNC (PN Cambodia) General Manager and working closely with PN Asia (PNA) Finance Manager, the Finance, Admin and HR Manager is fully responsible for maintaining PNC’s relationship with the Government, managing payments/donations received, budget management, facilities, infrastructure, finance, and accounts management, and supervises 5 staff:

- Practical, with objectives set and evaluated from a “competency framework”;
- Targeted to match the market needs with a close follow-up and improvement loop;
- Certified through a strict evaluation process.
Reporting to PNC (PN Cambodia) General Manager and working closely with PN Asia (PNA) Finance Manager, the Finance, Admin and HR Manager is fully responsible for maintaining PNC’s relationship with the Government, managing payments/donations received, budget management, facilities, infrastructure, finance, and accounts management, and supervises 5 staff:
- Ensure accounting practices are followed accurately.
- Manage 1 accounting and finance officer, 1 purchasing and maintenance officer, 1 administration officer, 2 cleaners and 1 security guard.
Duties and responsibilities
The Admin, Finance and HR Manager manages the administration, finance
and HR team in order to ensure the smooth operation of PNC’s accounting
and administration along with the following duties:
Administration, Purchasing & Maintenance Management
Write down, update and improve accounting and finance process and procedures documentation
Write reports
Support the audit
Manage the Finance, Administration, and HR Team
Administration, Purchasing & Maintenance Management
- Relationship management with local authorities (MOEYS – Ministry of Education, Youth and Sport, MFA – Ministry of Foreign Affairs, Ministry of Labor and Vocational Training, Department of Taxation, CDC – Cambodia Development Council, National Social Security Fund – NSSF, etc.)
- Events Organization at PNC in collaboration with the related
department such as graduation ceremony, students’ integration, PNC
Career forum…
Purchasing management - Facilities and infrastructure management – reparation and maintenance of the building
- Ensure that all accounting vouchers are coded and booked properly in the accounting system
- Ensure the accounting system is in accordance with French accounting principles and following the PNC accounting Process
- Follow-up payments to receive or to disburse
- Manage the investment inventory control system
- Ensure the monthly accounting closing operations are well organized and done in the proper time, payroll is submitted on time, monthly tax and property tax is paid on time
- Supervise accounting and finance officer, petty cash and safe
- Manage PNC bank accounts
- Ensure the cash flow of PNC – make sure there is enough money for PNC operations
- Forecast and communicate the cash flow to PNC General Manager and PNA Finance Manager
- Follow-up and analyze the PNC budget
- Ensure that all department managers understand the importance of the budget and how to make a budget plan
- Prepare the detailed PNC yearly budget plan and the quarterly revised forecasts Perform variance analysis between budgeted and actual costs
- Help each budget owner to monitor his department expenses and to define action plan when appropriate
Write down, update and improve accounting and finance process and procedures documentation
Write reports
- Monthly report to GM and then upon request
- Advise the financial consequences of all proposed courses of action
- Prepare financial reports for third parties when required and ensure compliance with local reporting requirements
- Assist the writing and formatting of financial part for funding requests as needed

- Manage recruitment process (job posting, interviews, orientation)
- Manage the Leave Management System (distribute leaves each month, distribute other leaves as appropriate to HR Manual)
- With support of PNC General Manager, ensure staff follow PNC Code of conduct
- Participate actively in the integration process of the new staff
- Manage all the administrative tasks link to staff before his arrival until his exit from the organization.

- Very good written and spoken English, fluency preferred as it’s the work language
- Fluent in Khmer language
- French is a plus
