Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to promote positive impact to vulnerable people, especially children. We are inviting motivated and qualified candidates to join our dynamic team for the following positions:
Design, Monitoring & Evaluation Officer, 1 position based in head office, Phnom Penh
The successful candidate will be offered a competitive salary and other benefits such as 13th month salary, provident fund, health and accident insurance for 24 hours and phone card allowance.
Job Summary: To provide technical support and management to Head Office technical and CDP staff on project cycle management including Identifying, designing, implementation, monitoring, evaluation and reflection in professional manner.

Responsibilities:
- To participate in the research of new Community Development Program (CDP) using PAP and others tools.
- To prepare and facilitate technically Project Planning Workbook (PPW) and Project Proposal Form (PPF) as a result from PAP research for new CDP design/re-design.
- To facilitate technically on logical-framework development, Detail Implementation Plan (DIP) and other plans for the CDPs.
- To participate in baseline survey and other researches.
- To consolidate monthly, quarterly, semi-annual/annual reports and annual data collection from the CDPs.
- To manage GNC’s Management Information System (MIS) to function smoothly.
- To conduct the periodic comprehensive site visits to ensure quality across the projects, as well as ensuring M&E systems and high quality program data are in place, development and using appropriate quality assurance tools.
- To assist in the collection and analysis of data from different levels under the monitoring framework, using strategic M&E approaches including: sampling, surveying, impact evaluation, rapid appraisal methodology, etc.
- To provide capacity building and assistance on DM&E to the operational partners.
- Work closely with partner on reporting requirements and necessary documentation.
- To prepare Operation Department workshop for better practices and future direction of the department.
- To participate in regular learning and reflection with technical, CDP staff and others NGOs partners.
- Any other related tasks assigned by the supervisor.
- Bachelor degree in social science, development studies or related disciplines.
- At least 2-year experience in design, monitoring and evaluation with an international NGOs.
- Experience with information analysis and report writing.
- Ability to work well with others in a team spirit.
- Good communication and problem solving skills.
- Flexibility to travel throughout the country: willingness to undertake regular field visits and interact with different stakeholders.
- Good English and computer literacy.
