Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to promote positive impact to vulnerable people, especially children. We are inviting motivated and qualified candidates to join our dynamic team for the following positions:
Design, Monitoring & Evaluation Coordinator (DME) – Re-announce, 1 position based in head office, Phnom Penh
The successful candidate will be offered a competitive salary and other benefits such as 13th month salary, provident fund, health and accident insurance for 24 hours and phone card allowance.
Job Summary: To lead, coordinate and advise technical support and management to Head Office technical and CDP staff on project cycle management including designing, planning, implementation, monitoring, evaluation and reflection in professional manner.

Responsibilities:
- To lead and advise in research of new Community Development Project (CDP) using Participatory Appraisal Process (PAP) and other tools.
- To coordinate and review Project Planning Workbook (PPW) and Project Proposal Form (PPF) as a result from PAP research for new design/re-design CDPs.
- To lead/advise technically on logical-framework development, Detail Implementation Plan (DIP), Resource Tracking Table (RTT), Transition Plan and other plans for CDPs.
- To Lead and advise in the development of DM&E standard, tools, guideline and database for Good Neighbors Cambodia.
- To ensure quality across the projects as well as M&E systems and a high quality program data are in place, develop and use appropriate quality assurance tools.
- To lead and advise on the implementation of program baseline and monitor on guidelines for all GNC’s stakeholders through the periodic comprehensive site visits.
- To review CDPs’ progress report to monitor report quality, emerging learning and provide feedback for improvement.
- To review on monthly report, semi/annual project management report and annual review etc.
- Lead the whole process of CDP evaluation, ensure data collection methodologies are used and findings are presented in an accessible format to inform relevant decision-making.
- To provide capacity building and lead on M&E to the operational partners and facilitate the learning on usage of data for program improvement;
- To lead and advise in regular learning event and reflection with technical, CDP staff and others NGOs partners.
- Any other related tasks assigned by the supervisor.
- Master degree in development studies or related disciplines.
- At least 3-year experience in designing, monitoring and evaluation with international NGO demonstrated ability in program design, monitoring and evaluation.
- Experience with information analysis and report writing.
- Ability to work well with others in a team spirit.
- Good communication and problem solving skills.
- Flexibility to travel throughout the country: willingness to undertake regular field visits and interact with different stakeholders.
- Good English and computer literacy.
