Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

Dean of Foundation Studies Division (PSE Institute)
This position is fixed-term contract, based in Phnom Penh

S/he will serve as the chief administrator of the section in developing and implementing policies, programs, curriculum activities, and budgets in a manner that promotes the educational development of each student and the professional development of each staff member. This position will manage around 20~25 full time Staff in the section, monitor the annual expenditure, and access learning classes for around 350~450 students.

Responsibilities
1. Leadership and Strategy
  • Attend junior PSE Management/Leadership Team meeting
  • Negotiate and influence strategic decision making within the school’s senior Management/ Leadership Team
  • Plan and manage change in accordance with the school development/strategic plan
  • Lead and manage all school support for development
  • Work closely with director of PSE-I and Social Department to reflex on student problems to prevent huge amount of drop out within Foundation Studies Division

2. School Finance Management
  • Plan and submit the proposed budget PSEI director for approval and assist the overall financial planning process to balance the budget for school activity
  • Use the agreed budget to actively monitor and control performance to achieve value for money
  • Propose revisions to the budget if necessary, in response to significant or unforeseen developments
  • Control and check ongoing budgetary information – expenses and Balance sheet
  • Propose a strategic financial plan that will indicate the trends and requirements of the school development plan and will forecast future year budgets
  • Identify additional finance required to fund the school’s proposed activities

3. Administration Management
  • Manage the whole school administrative function
  • Design and maintain administrative systems/formats that deliver outcomes based on the school’s aims and goals
  • Define responsibilities, information and support for staff and other stakeholders
  • Establish and use effective methods to review and improve administrative systems for the school 
  • Ensure resources, support and training are provided to enable work colleagues to make the best use of available ICT including teaching, learning and administrating

4. Human Resource Management
  • Ensure the school’s policy is clearly communicated to all staff in school
  • Ensure that all recruitment, appraisal, staff development, grievance, disciplinary and redundancy policies and procedures comply with regulatory requirements of PSE
  • Manage/monitor recruitment, performance management, appraisal and development for all staff in the school
  • Monitor the way policies and procedures are actioned and provide support where necessary
  • Evaluate the school’s strategic objectives and obtain information for workforce planning
  • Identify the types of skills, knowledge, understanding and experience required to undertake existing and future planned activities
  • Evaluate the training needs of you staff and submit proposal to HR department when you want your staff to be trained on specific skills

5. School Facility & Property Management
  • Manage and ensure the safe maintenance and security operation of all school buildings, equipment and furniture
  • Ensure the continuing availability of utilities, site services and equipment in the school building
  • Manage the school logistic inventory and ensure for an effective use for the school support
  • Review, authorize, or disapprove authorizing professional staff requests for instructional materials and equipment within the approved Budget
  • Manage all school records available and up to date for reference and reporting

6. Monitoring Quality of School Curriculum, Teaching and Learning Practice
  • Evaluate and lead in the update and development of school curriculum, both English and general subjects
  • Coordinate the review/assessment of current curriculum to ensure that the course/program is meeting intended objectives and requirements of the Vocational Schools in PSEI
  • Plan , observe and review the working calendar to monitor how the teachers are using the content and the equipment and to guarantee their use
  • Aggressively pursue opportunities for teachers to learn for the best practices in teaching development through research, professional development, and other learning opportunities
  • Provide in-class support and coaching to teachers using designated curricula, including coaching on teacher strategies, help connecting to outside speakers on resources, and assistance in leading classroom activities and lessons
  • Manage and ensure the quality of students’ academic assessment tools and results
  • Schedule and plan for extracurricular/learning activities to promote on-going self-improvement of students
  • Cooperate with Orientation and Career Guidance coordinator on learning schedule and conference from professional people to make this program run smoothly and effectively
  • Coordinate with PSEI Orientation Officer for any visits/ activities for the sack of Vocational Training Skill orientation process
  • Ensure every case of student to be placed in the right training skill for their future career

7. Communication
  • Work with PSE-I Central office in contacting with partners for company visits both in Phnom Penh and in provinces
  • Update regularly the manual and brochure for foundation studies Division and communicate with both partnership office and communication office of PSE and PSEI
  • Work closely with Social Department for both inside PSE centre and public schools
  • Attending professional conferences, seminars, and workshops in education and/or educational administration
  • Maintain relationship and cooperation with MoLVT regarding Skill Bridging Progarm
  • Maintain effective communication to keep staff, students, parents and other relevant sections/people properly informed/oreintated
  • Develop and maintain good relationships/communication with parents/guardians to involve them in their child’s learning
  • Make reports
Problem Solving and Decision Making:
The job holder will decide and solve in providing leadership and administration which will motivate instructional and support personnel to strive for superior performance and to lead to the best possible opportunities for student growth and development.

Communications & Relationship:
All Departments in PSE, the Ministry of Labor and Vocational Training and other school’s partnership NGOs/ agencies

Knowledge, Skills and Attitudes:
  1. Master degree in Education , Business Administration, or other relevant fields
  2. Five years experience in managing teams, especially in Education/Schooling sides
  3. Very good interpersonal and communication skill
  4. Excellent oral and written communication skill
  5. High level of English _ capacity to attend international meetings and presentations
  6. Knowledge of MS Office, Google Application and e-communication
  7. Very good planning, organizing and coordinating skill
  8. Be commited in PSE’s vision, missions and core values
