1. INTERNSHIP TOPIC : "Depending on time available, one or more of the following: ADB Balance Sheet Optimization; Doing Business With The ADB; and Mapping ADB Loan Instruments."
2. SUMMARY OF JOB DESCRIPTION :
Supervised by the Office and working with some offices of executive directors, the intern will be expected to actively participate in general work, including analysis of proposals and/or preparation of statements. This provides a perspective of the overall workings of the bank and board oversight obligations.
As well, 3 specific projects are proposed with expected delivery of all 3 for longer assignments and no less than 1 for shorter:
1. ADB Balance Sheet Optimization. Additional lending can be generated if certain elements are pursued successfully. Among these is better use of risk transfer instruments that might free up a portion of ADBs risk capital for new lending. This project would examine what market based risk transfer instruments might be pursued and an assessment of same for ADB use. This might include for example allowing for a purchase of a first loss protection on a loan portfolio and/or the securitization of a loan portfolio. The expected output would be a short paper and internal presentation.
2. Doing Business With The ADB: Increasing the volume of business with constituent countries private sector businesses and the ADB is an important goal for the shareholders of the bank. Providing these businesses with better tools is an important aspect in meeting this objective. This project would contribute to updating one of the important marketing booklets (including the web-based version) that explains ADB’s procurement approach and clarifies various aspects of how to position a business to be best positioned for success. The focus will be on success in infrastructure projects. The expected output would be a completed, updated booklet on doing business with the ADB, including a web version, for the use executive directors and OSEC.
3. Mapping ADB Loan Instruments: Financing instruments in the ADB are central to its business. These include project/investments related financing (e.g., regular investment loan, multi-tranche financing facility) and program or quick disbursing instruments (e.g., Countercyclical support facility, results-based loans, etc.). This project would provide an inventory of these instruments, including their objectives, modalities and conditions, as well as - to the extent possible - a comparison with similar instruments in other MDBs. Included in this work is an assessment of the appropriateness of each of these instruments in different circumstances and, again to the extent possible, the frequency and extent of use. The expected output would be a paper including a summary matrix of the various instruments and an internal presentation.
3. PERIOD OF ASSIGNMENT:
• Duration: 16 weeks
• Timing: June 2016
4. LOCATION: ADB Headquarters, Manila, Philippines
5. EXPECTED OUTCOMES:
• Written reports and oral presentations as described above. A performance assesment will be provided at the end of the assignment.
