Training on
Labour Compliance Obligations and Procedures in Cambodia

Under the newly established Inter-Ministerial Prakas No. 377 of the Ministry of Justice and the Ministry of Labour and Vocational Training, the base daily wages to be used for the calculation of the penalties for any enterprise that does not comply with the Labour Law was increased from 8,000 Riels to 40,000 Riels per day. For instance, the penalty for any enterprise which does not have the internal regulations as required by article 22 of the Labour Law is increased from the maximum of 240,000 Riels to 1,200,000 Riels. In order to help enterprises avoid this high non-compliance cost as well as to improve their labor compliances and based on the requests of those who could not register for this course which was conducted on 19 December 2015, 3E Advisory and Training Co., Ltd will organize this practical training course again to share our practical knowledge and hands-on experiences on what labour compliance obligations required by the Labour Law and regulations and how enterprises should fulfill them.

Mr. SOM Chamnan is currently the Advisor to the Ministry of Labor and Vocational Training, where he provides technical and legal support to the General Directorate of Labour and serves as the Deputy Head of the Secretariat of the International Labor Working Group.
Prior to joining the Ministry, Chamnan was the Manager of the Labor & Compliance Practice Group of Bun & Associates Law Firm; the Legal & Labor Manager of the Garment Manufacturers Association in Cambodia (GMAC); the Executive Director, Legal Advisor, and Labor Law Trainer of the Cambodian Federation of Employers and Business Associations (CAMFEBA); and the Legal Officer of the Arbitration Council Foundation.
Chamnan has very extensive and hands-on practical knowledge and experiences in the area of Labor Law and Industrial Relations as he has been practicing this law for over 10 years through advising, providing training and participating in the drafting of many labor regulations.
Under the Australian Leadership Award, Chamnan pursued his study in Australia and obtained the Master of Commercial Law from the University of Melbourne. He also holds a Bachelor of Law from the Royal University of Law and Economic Sciences and a Bachelor of Philosophy from the Royal University of Phnom Penh. Besides, he has also attended many international training/internship programmes, inter alia, the International Internship at the International Labor Organization in Geneva as well as the international training in Italy, South Korea, Japan, Thailand, Singapore, Vietnam.
2- Mr. Ouk Chanthou, Director of Labor Inspection Department, MLVT
Mr. Ouk Chanthou is currently the Director of Labor Inspection Department of Ministry of Labor and Vocational Training. In this position, he is in charge of all work relating to labor inspection and some labor compliances that enterprises need to request from the Labor Inspection Department. Mr. Ouk Chanthou is also a member of many task forces, including the Single Inspection Team and the Project Advisory Committee of the ILO Better Factories Cambodia (ILO BFC).
