Job Purpose
Lead the portfolio management of the division including the planning
and conduct of periodic reviews of the status and progress of lending
and non-lending operations covering programs, projects and technical
assistance (TA) projects. Oversee the identification of implementation
problems and execution of corrective actions to address and improve
portfolio performance in general and contribute to ADB’s goal of poverty
reduction. Utilize the division’s collective experience and knowledge
gained through portfolio management to enhance sector assessment,
country programming efforts, project/TA processing, and continuous
improvement of project administration practices. In addition to
portfolio management, the position is also expected to contribute to a
lesser extent on non-portfolio deliverables of the division such as
pipeline development, project processing and implementation, and
knowledge management. Work within general policies, principles and
goals, working directly with clients.
Expected Outcomes
a. Strategy and planning
- Develop
country/division’s operational targets (key result areas) for
administration including projections for project contract awards and
disbursements, commitments for project physical and financial closures,
delegations, completion reports and monitoring their successful
achievement
- Oversee division’s budget planning and administration
- Contribute to financial sector development strategies and roadmaps for Country Partnership Strategies
b. Portfolio management

Manage the division’s portfolio of ongoing TAs and projects
with a view to ensuring their smooth implementation and optimizing
development impacts
- In coordination with Public
Management, Financial Sector, & Trade Division (SAPF) project staff,
lead the monitoring, periodic review and progress reporting of project
and program implementation, compliance with safeguards policies and
covenants, and the achievement of desired development impact
- Lead sector portfolio performance assessment in country portfolio review missions
- Propose initiatives to promote project quality and improve portfolio performance

Provide guidance and advice for the identification and
implementation of action items needed to resolve implementation issues
and problems.
- Lead the division’s participation and
prepare necessary PF data and inputs for South Asia Department (SARD)
and management portfolio review meetings, and for the Audit Committee of
the Board
- Review and enhance internal monitoring and reporting of portfolio matters

Liaise with key staff in other department to provide solutions
to unresolved issues in project administration and evaluation
c. Project management
On Portfolio Matters –
-
Provide professional and supporting staff guidance on project
management aspects including procurement, consultant selection, and
preparation of project/TA performance reports.
- Provide
guidance and functional oversight related to project/TA administration
among division staff to ensure timely implementation and performance
reporting, timely fielding of missions, etc.
- Oversee the execution of required measures to address project/TA implementation problems.
- Ensure quality and consistency of reports and outgoing communications related to the division’s portfolio management.

Provide guidance to the division and clients on the proper
consideration of key implementation issues based on the division’s
collective experience and knowledge gained through portfolio management
in the design of TAs and projects;
- Administer complex loan and TA projects as necessary.
On Non-Portfolio Matters -
-
Identify and develop pipeline of projects and TAs in the
financial sector space in one or more of the following areas:
infrastructure, disaster risk and renewable energy project financing,
capital markets development, financial inclusion, and public management.
- Lead and/or contribute to the processing and implementation of projects in the financial sector space.
d. Policy and project evaluation
-
Ensure prompt identification of and proper attention is given
to problem or potential problem projects in order to identify practical
solutions.
- Planning, conducting, and monitoring project
inception missions, review missions, midterm review missions, and
project completion review missions as well as issues-oriented special
project administration missions.
e. Knowledge sharing
-
Provide advice on ADB policies, guidelines, practices on project
administration with internal and external stakeholders.

Act as focal point of the division for Procurement Accreditation Skill
Scheme Program (PASS), Financial Management and other programs as
required.
- Interact with executing agencies to ensure
smooth project implementation as well as liaising with other ADB
departments/offices involved in project administration activities.

Mentor staff in project processing and administration, by
providing ad-hoc advice and guidance on project design and sector
issues, and participating in their missions as and when necessary.
- Providing peer review and comments on project proposals and other documents as required.

Maintain the division’s collective experience and knowledge
gained through portfolio management for sharing with ADB PAU Head
Network.

f. Staff supervision
- Take the role of team leader and supervise the work of team members.

Education Requirements
- Master's Degree or equivalent, in Economics,
Finance, Social Science or other related fields. University degree in
Economics, Finance, Engineering, Social Science or other related fields,
combined with specialized experience in similar organization/s, may be
considered in lieu of a Master’s degree.
- PASS accreditation within 6 months of assuming the position
Relevant Experience
Work experience
- At least 10 years of relevant
experience in project processing and administration in different
sectors, at senior levels (e.g. leading projects)
- International experience working in several countries
Technical knowledge

Proven application of expertise within a specific area of ADB's
operations (economic, sector or thematic), or breadth across multiple
areas with in-depth knowledge within one area
- Able to utilize and share relevant knowledge to benefit the broader ADB community

exercising supervision coordination, and planning responsibilities over
the assigned team, with oversight from the Director or a more senior
