Effective
border management has emerged at the forefront of Afghanistan and
Central Asia nations’ domestic and foreign political agendas, partly as a
result of the increasingly unstable security and political situation in
Afghanistan, which is now moving through Northern Afghanistan and
approaching Central Asia, particularly through the borders of Tajikistan
and Uzbekistan. Both countries face risks posed from international
terrorist and religious-extremist organizations, narcotics trafficking,
weapons smuggling and illegal migration in both directions. However, the
present state of border management is inadequate to address such issues
and insufficient to meet the challenges of the future. Afghan Border
Police capability has not yet developed sufficiently to meet European
and international standards. This applies particularly to the principles
of transparency, trade development, Border Crossing Point efficiency,
infrastructure development and scales of equipment issued and training
provided to field units. There is therefore a significant requirement to
enhance security through Integrated Border Management along the
Afghan-Tajik and Afghan-Uzbek borders (as well as frontiers with other
neighboring states); and to improve cooperation among local, national
and international partners to address cross-border and regional issues. The specific objective of the project is to continue to support Cross-border Security and Cooperation, by improving Integrated Border Management in northern Afghanistan. This will contribute to supporting the Government of Afghanistan in strengthening governance and improving revenue collection while fostering economic and political relations with the countries in the region through the promotion of economic development and stability. Starting from late 2014, through 2017, a joint effort between the EU Delegation in Kabul, and UNDP in Dushanbe, will provide support to integrated border management activities through a follow-on phase of the EU funded Border Management Projects in Northern Afghanistan, implemented since 2007. All efforts will strive to realize secure borders, prevent cross-border crime, reduce the trafficking of illegal drugs and precursor chemicals, promote more humane treatment and provide protection to victims of trafficking, refugees, and asylum seekers, and to increase legal trans-border trade. |

Duties and Responsibilities |

EU Border Management Northern
Afghanistan seeks a qualified candidate to the position of International
Engineering Specialist, who, within the project framework will be
responsible for construction component of BOMNAF II Project. BOMNAF II Project as continuation of Cross-border Security and Cooperation initiative is planning to construct several border facilities in order to improve serving conditions of Afghan Border Police units along the northern border of Afghanistan and put the basis on cross-border economic activities between Afghanistan and other Central Asia countries. Within the construction component of the project, under the supervision of Project Manager, the International Engineering Specialist will be responsible for preparing required documentation for initiating of bidding process for construction, monitoring and evaluation of contracted companies, certifying of works done as well as working out improvements, through integrating energy efficient technologies to design of projects . The incumbent will be reporting directly to the Project Manager and will be responsible for coordination of all BOMNAF II construction activities to ensure that it is planned and executed according to specifically designed drawings and timeframe, to ensure a uniform high standard of construction is achieved. |
