Introduction:
|
World
Relief has defined a new strategy in Haiti to transition from the
earthquake recovery and rehabilitation stage towards Integral Mission
and development programming. We are looking for a country director with
experience in working through the local church in holistic community
development to lead the implementation of this new strategy in Haiti.
|
General Function:
|
The
Country Director has the overall responsibility to lead the activities,
programs, and ministries of World Relief throughout Haiti to implement
the new Integral Mission and long-term development strategy in Haiti, in
line with World Relief’s mission, vision and values. This includes
developing systems and structures, policies, strong financial and
programmatic management, building a strong functional team and
recruiting qualified staff, overseeing and developing strong
partnerships with local institutions, government agencies, donors and
other implementing partners that are aimed at enhancing the shared
mission of holistic transformation of the most vulnerable.

Responsibilities:
|
Strategic Leadership
Lead
the implementation of the Integral Mission and development strategy in
accordance with WR’s mission of empowering the local church to serve the
most vulnerable.
Develop
and strengthen appropriate institutional structures, controls, and
strategies for all short-term and long-term WR work, with special
attention to establishing strong partnerships with existing churches and
other national institutions.
Initiate the identification of new opportunities and locations for programming as well as potential donors.
Program Development & Management
Provide strong leadership with direct oversight and management of the senior leadership team.
Ensure
consistent funding from bilateral, multilateral and other donors, and
U.S. partner churches to augment the resources provided from WR’s
general fund.
Provide monthly, quarterly, and annual reports comparing objectives with results achieved.
Develop project design and ensure implementation is taking place as per the design and strategy.
Ensure that program activities are being implemented according to agreements, work plans and schedules.
Oversee
the budget entry into the ERP system, as well as pulling down and
analyzing monthly reporting in order to manage all expenditures of WR
funds within approved budgets and in the best interests of WR and its
beneficiaries. Work with Home Office finance to promptly resolve any
issues.
Responsible
for the preparation of proposals, and reports, which may include
writing and editing, and preparing financial reporting.
Review
all reporting as prepared by Program and Finance staff to ensure that
the programs are accomplishing the objectives as set forth by Grant
Agreements and WR Haiti’s strategic direction.
Report
immediately to superior and WR Finance Dept any identified cases of
fraud, theft, abuse, misconduct, or conflict of interest.
Ensure
that WR operations in Haiti conform to all applicable laws and
regulations and that all required reports are submitted punctually.
Ensure adherence to World Relief financial management, accounting, and reporting policies and procedures.
Ensure
deliverance of monthly, quarterly and annual financial data for
consolidation in headquarters, including required audit schedules in a
timely manner.
Responsible
to approve and verify acquisition and delivery of all major purchases,
liquidation of cash advances as well as the execution of sound cash
management practices.
Ensure that all donor requirements and restrictions are honored in the implementations of our programs.
Strategic Partnership
Cultivate
partnerships with local churches, denominations, and church bodies
locally, and oversee and lead relationship building with key U.S.
partner churches, including hosting visiting teams. Actively
communicate with U.S. partner churches through email, phone
conversations, and visits to U.S. churches.
Initiate and manage relationships with USAID, UN agencies, NGO’s and other Donor agencies.
Represent WR to government, donor, church, and community leaders and other stakeholders.
Serve
as WR’s primary representative in Haiti, leading official interactions
with the media, government, local partners and other NGO’s.
Organizational Development
Oversee
the hiring and retention of strong Christian and professionally
qualified staff using an equitable and transparent recruitment process,
and dismiss any staff who does not perform according to standards and
expectations.
Develop
and strengthen WR’s policies, procedures, systems and controls, aimed
at promoting accountability and alignment to prevailing laws and
regulations of Haiti.
Oversee
the safety and security of all program staff including ensuring that
Situation Reports (as required) are sent to WR-Home Office in accordance
with Disaster Response policy.
Perform any other duties as assigned.

Qualifications:
|
University
degree in international development or related field. Masters degree
preferred. Experience in working through the local church in holistic
community development, business management, economic Development and
leadership are a highly valued.
A
minimum of five years experience in International relief and
development work with progressive leadership responsibilities and proven
resource development skills, or a minimum of ten years experience in
business management and leadership with progressively increasing
responsibilities.
Proven
leadership and management of international donor support programs, with
extensive experience in strategic planning, resource mobilization,
proposal development, management, supervision and budgeting/financial
management in a multi-project and multi-funding environment.
Experience in administration of U.S. government grants and UN grants.
Strong
oral and written communication skills in English. Working knowledge of
Haitian Creole or French required (Creole preferred).
Ability to represent WR well to partners, donors, churches, and government officials.
A
clear understanding of Integral Mission and its implications to the
work of WR and how to design and lead Integral Mission Programs.
Passionate
commitment to Jesus Christ and to the mission of World Relief, with the
ability to transmit this vision to others; and a strong commitment to
seeing the local Haitian church empowered and strengthened to serve its
local community in the name of Jesus Christ.
