Chief of Party, Civil Society Support Program, Cambodia
Proposal Summary:
An anticipated five-year USAID-funded program will focus on strengthening organizational capacity and skills of civil society organizations (CSOs) through training, technical assistance, and financial support. The program also will assist USAID with managing a grants program, managing a legal defense fund, and supporting innovative initiatives in improving government responsiveness and accountability to Cambodian citizens.

The program also will assist USAID with managing a grants program, managing a legal defense fund, and supporting innovative initiatives in improving government responsiveness and accountability to Cambodian citizens.
Position Summary:
The Chief of Party will provide overall technical leadership and administrative oversight of the project.
Responsibilities:
- Provide technical and administrative leadership for the entire program, ensuring that all objectives are achieved.
- Oversee internal management of the project including the budget and performance monitoring and evaluation.
- Manage and supervise all project activities, staff, and partners, and have overall responsibility for the successful performance of the project.
- Maintain effective activity tracking and reporting systems and ensure high quality reporting and deliverables.
- Provide technical assistance to program counterparts and grantees in areas of expertise and oversee grants program.
- Serve as principal liaison with USAID, counterparts and other donors.
Qualifications:
- Graduate degree (Master's or higher) in international development, political science, or other relevant field.
- Minimum five years of experience managing USAID funded projects at the CoP or Project Director level.
- Minimum ten years of professional experience working on all aspects of civil society strengthening including organizational capacity and skills development, facilitating networking, and promoting effective advocacy.
- Familiarity with USAID regulations and experience in systems and office set-up, budgeting, financial management, and grants program management.
- Directly relevant experience in Cambodia or SE Asia.
- Demonstrated leadership and diplomacy skills.
- Strong communication skills, both interpersonal and written.
- Fluency in English is required; knowledge of Khmer preferred.
