As a member of the Care, Advocacy and Promotion for People with Disabilities program (CAPABILITIES), the Referral Field Officer (RFO) is responsible of identifying sick beneficiaries and referring them to appropriate health facilities. The RFO must be able to work autonomously as well as in close collaboration with other colleagues (Cambodian and foreigners). By complying with NH vision, mission and policies, the RFO will contribute to achieve its goals and objectives.
The RFO will be reporting directly to the CAPABILITIES Project Manager.
The position is based in Kompong Chhnang with frequent travels to Phnom Penh as well as other provinces when required.

Responsibilities
General Tasks
- Assist the Project Manager to ensure a high level of efficiency and quality of the program, making sure that the referral activities are reaching the targeted people in compliance with the program framework.
- Ensure that NH activities and procedures are in compliance with donor and Government requirements.
- Work in close collaboration with staff of other NH Programs in Cambodia in order to establish a better integration of all our activities.
Referral of Beneficiaries
- Identify sick beneficiaries (among people with disabilities and their families) and refer them to appropriate health facilities in a timely and appropriate manner. When necessary, accompany the beneficiaries
- Complete the required documents and authorizations before the referral of beneficiaries
- Ensure that the referred beneficiaries get proper care and treatment
- Collect all useful information from the attending physicians during the referral
- Prepare and follow a comprehensive schedule of beneficiary’s follow-up according to the instructions provided by the attending physicians
- Follow-up the health of the beneficiaries at home before and after the referrals
- Meet regularly with Center Supervisors and Social Workers in order to monitor and evaluate the progress of the beneficiaries’ health
- Maintain proper records for each beneficiary including all the relevant medical information (diagnosis, prescriptions of medicines, frequency of follow-up, etc.)
Health and Sanitation
- Facilitate parents meetings in order to address hygiene and sanitation issues
Monitoring & Evaluation
- Complete and organize all necessary documentation for the monitoring and evaluation of the activities
- Prepare monthly work plans and reports, and send them to the Project Manager on time
External Relations
- Represent NH with the key departments of the different Ministries involved in the project sector as well as with local authorities (from village to province level) and all other relevant stakeholders
Finance
- Ensure an appropriate and timely recording of all expenditures, respecting NH accounting standards and procedures
Requirements
- Nurse, midwife or equivalent experience
- A minimum of 1-year experience in health care and/or referral for children
- Previous work with people with disabilities is considered an asset
- Good communication & presentation skills with the ability to establish fruitful relationships with the beneficiaries
- Patience, tolerance, flexibility and commitment to working with disadvantaged people in remote areas
- Honest, team worker with strong ethical values, sense of responsibility and demonstrated accountability
- Motorbike driving skills and valid driver’s license is desirable
- Be able to communicate in Khmer is a prerequisite
- Be able to communicate in English is an asset
Salary and Benefits
- $US 160 to 180 per month according to experience and qualifications
- Benefits: Khmer New Year and Pchum Ben Bonus, Health Insurance (accident and hospital)
Contract Period
- Full time contract until the 31st of December 2014 - Renewable
- Starting date – January/February 2014
