Monitoring is the systematic collection, analysis and use of information from projects and programmes for three basic purposes including learning from the experiences acquired (learning function), accouting internally and externally for the resources used and the results obtained (monitoring and function) and taking decisions (steering function. Evaluation is assessing as systematically and objectively as possible an ongoing or completed project, programme or policy. The object is to be able to make statements about their relevance, effectiveness, efficiency, impacts and sustainability.

Monitoring and evaluation are complementary. During an evaluation, as much use as possible is made of information from previous monitoring. In contrast to monitoring, where emphasis is on the process and results, evaluation is used to provide insight into the relationships between results (for example, the strengthened capacity of an organization), effects (for example, improved services / products) and impact (for example, improved living conditions for the ultimate target group).

Course Objectives
Monitoring and Evaluation is designed to provide a critical and professional manner and thoughts in the areas of promoting project/programme relevance, effectiveness, efficiency, impacts and sustainability to the implementation of the NGOs. It provides a basic concept of developing tools and ways to reports for improvement.

Scope of the course
  • Identify the basic purposes and scope of M&E;
  • Differentiate between monitoring functions and evaluation functions;
  • Describe the functions of an M&E plan;
  • Identify the main components of an M&E plan;
  • Identify and differentiate between conceptual frameworks, results frameworks and logic models;
  • Describe how frameworks are used for M&E planning;
  • Identify criteria for the selection of indicators;
  • Describe how indicators are linked to frameworks;
  • Identify types of data sources; and
  • Describe how information can be used for decision-making.

Why take this course?
A well-functioning M&E system is a critical part of good project/programme management and accountability. Timely and reliable M&E provides information to:
  • Support project/programme implementation with accurate, evidence-based reporting that informs management and decision-making to guide and improve project/programme performance.
  • Contribute to organizational learning and knowledge sharing by reflecting upon and sharing experiences and lessons so that we can gain the full benefit from what we do and how we do it.
  • Uphold accountability and compliance by demonstrating whether or not our work has been carried out as agreed and in compliance with established standards (e.g. Fundamental Principles and Code of Conduct) and with any other donor requirements.
  • Provide opportunities for stakeholder feedback, especially beneficiaries, to provide input into and perceptions of our work, modelling openness to criticism, and willingness to learn from experiences and to adapt to changing needs.
  • Promote and celebrate our work by highlighting our accomplishments and achievements, building morale and contributing to resource mobilization.

Who is the trainer?
Mr. Sou Savoeurn possesses over 10 years of experiences in teaching ESL and training to improve high standard of implication for achieving organizational goals. He experienced in community-based organizations formation, community development-based youth agents, program technical advice, organizational strategic development, school and education center management and program management. Savoeurn also experienced in organizing, delivering, monitoring and evaluating the success of training curriculums and trainings provided to local partners, companies, not-for-profit organizations, social enterprises, local government agencies and individuals for effective implementation, leading, managing and evaluating of those institutions’ activities.

Currently, Savoeurn works as Community Development Program Manager (CDP Manager). He pertains to lead, manage, monitor, evaluate and ensure the effectiveness, efficiency, relevant, impact and lessons learnt of child protection & education, livelihood restoration & improvement, health service improvement and community organizing projects. He conducts regular coaching and training to project staffs, local partners and individuals for achieving all project vision, mission, goals and objectives. Furthermore, he is a weekend trainer for a private institution and NGOs. Savoeurn’s past positions include academic director, acting child protection and education program manager, chairman of education technical team and program adviser.
