Purpose of position: | |
As a member of the Disaster Services team,
the Senior Officer Recovery will develop and strengthen the
organisation's work in promoting a holistic and integrated approach to
disaster management through the provision of timely and high quality
technical advice, the development and maintenance of operational
procedures and systems to support disaster operations, support to the
development of appropriate tools and guidance materials, and effective
representation and liaison with humanitarian partners. Specifically, the Senior Officer Recovery will lead International Federation Secretariat efforts to strengthen organisational disaster response capacity in recovery programming with a focus on disaster recovery minimum standards, recovery frameworks and operation strategic planning, cash and voucher transfer programming approaches, the smooth transition from relief to recovery to longer term developmental programming, coordination with CPRR and Shelter departments in the areas of food security, livelihoods and shelter programming. |

Description of Key Duties and Responsibilities: | |
1) Support to and development of the International Federation's Operational Capacity: Lead or facilitate the development and maintenance of improved operational procedures and systems to support efficient and effective disaster recovery operations. Lead or facilitate the setting of appropriate disaster recovery norms and standards and support the dissemination, monitoring and evaluation of adherence to these standards. Support capacity building for National Societies and Federation Secretariat colleagues through the development, testing, revision and dissemination of appropriate disaster recovery tools and guidance materials. Lead Federation Secretariat efforts to build National Society capacity for cash and voucher transfer programming. Support the Senior Officer Response to develop appropriate tools and guidance for ongoing (detailed) needs assessment, market assessment and joint (inter-agency) assessment methods. Provide or facilitate timely and high quality technical advice to disaster operation teams for effective recovery programming - including strategic planning and the development of recovery frameworks. Support the development and maintenance of global disaster recovery surge capacity - including criteria for selection and performance, supporting skills development and training curricula development, delegate briefing and debriefing, and global tools dissemination where necessary. Support National Societies and Federation Secretariat colleagues to analyze and integrate food security and livelihoods concerns into disaster preparedness, response and recovery programming. Work closely with the Shelter and CPRR departments to ensure consistent, coherent and well coordinated Federation Secretariat guidance on food security, livelihoods and shelter recovery. Support operation reviews and evaluations with a particular focus on identifying good disaster recovery practices for the development of guidance materials and the dissemination of knowledge. Contribute to the development of the curriculum for Federation Secretariat disaster management courses. 2) Representation in and support to a global network on preparedness, relief and recovery: Network and coordinate with RC/RC movement partners, NGOs, UN and other International organizations, to ensure the International Federation is kept informed and up to date on best practices and emerging trends related to disaster response and recovery. Represent the International Federation Secretariat on disaster recovery issues in RC/RC Movement and external fora and establish effective working relationships with key humanitarian organizations, including the UNDP, the International Recovery Platform (IRP), the Swedish Civil Contingencies Agency (MSB) and the Steering Committee for Humanitarian Response (SCHR). Cultivate effective inter-agency partnerships with the Cash and Learning Partnership (CaLP) and the Emergency Market Mapping and Analysis (EMMA) consortium. Support the Disaster Management Units present in the Zones with technical advice and connect regional to global networks. 3) Management of the Global Disaster Response Programming: Develop global programme project proposals in accordance with Federation standards and donor requirements and seek to decentralize activity and project management functions to the field and Zone levels wherever possible. As the designated budged holder of the Global Recovery programme, be fully accountable for financial management of funds pledged and received and provide timely reporting according to donor requirements. Prepare quarterly and annual work plans and provide regular updates on progress to Head of Disaster Services. |

Minimum of 8 years experience in disaster management. Field experience in coordinating and in managing disaster recovery operations including food security and livelihoods programmes. Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation. Experience in working within the RC/RC Movement. Experience in strategy development, in developing tools and guidance, in providing technical assistance and in establishing and maintaining networks, preferred. |

Knowledge and Skills: | |
Excellent communication and inter-personal
skills with the ability to represent the International Federation and
to coach, mentor and influence people. Knowledge of technical aspects of disaster preparedness, relief and recovery and of key donor and partner organisations. Knowledge of cash and voucher transfer programming in emergencies, preferred. Flexible and adaptable to work effectively in a multicultural environment and ability to travel at short notice. Computer knowledge as a user - self supporting in MS Word, Excel and PowerPoint. |
