Objective
The aims of the Global Health Policy and Health Systems research programme are to
- contribute to better health by conducting research aiming at strengthening health systems in low- and middle income countries;
- strengthen research capacity in LMICs and
- strengthen collaboration in the Dutch research and knowledge community in order to enhance utilisation of Dutch research capacity.
Application
Who can apply
A proposal can be submitted by any organisation with an academic or public interest, such as universities, research institutes, think tanks, government departments, NGOs, etc. In view of the geographical focus of the GHPHSR programme, preference will be given to applicants based in Sub-Saharan Africa.The applying organisation should be willing to facilitate the research network and host the network coordinator (to be appointed by the organisation). This organisation will take the responsibility of the day-to-day management and financial affairs. One representative of the organisation, who is a senior expert with relevant experience and a research background (and preferably with a PhD degree), will be nominated as main applicant. The main applicant acts as the point of contact with NWO/ WOTRO.
What can be applied for
An application to this third call could focus on the following activities: Knowledge sharing to facilitate mutual learning and Knowledge translation. The call allows for the appointment of a part-time or full-time coordinator to implement the above-mentioned activities, as well as facilitate the network itself.When can be applied

Selection
Criteria
I Quality of the proposal:- The applying organisation has a proven track record of experience with networking and knowledge translation in LMICs;
- The proposal convincingly describes potential strategies to translate research results into policy and practice;
- The proposed (profile of the) coordinator has the required expertise to address the defined objectives competently and manage the network successfully;
- The proposal contains clear plans for drawing up joint best practices documents, a communication plan and a learning agenda for network members;
- A clear and coherent work plan is available that demonstrates a high probability of achieving the objectives within the set time-frame;
- The proposal includes an appropriate monitoring and evaluation plan.
- The proposal includes a feasible plan to ensure active and effective interaction and information exchange among all participants;
- The network has an appropriate management structure to direct, manage and integrate the activities of the network;
- The proposal includes a clear plan for developing a strategy to link up with relevant African and global networks;
- The main applicant and his/ her organisation are committed to the effective management of the network.
Procedure
Each proposal will be reviewed by two to four anonymous expert peer reviewers. Applicants will have the opportunity to respond to the issues raised in the review reports.The Programme Committee will evaluate and rank all proposals based on the proposal, review reports, and the applicants’ response to these review reports. The Steering Committee will take a final decision on funding, based on the recommendations received from the Programme Committee. All coalitions will be informed in writing of the outcome of the final selection procedure. The final funding decision will depend on the outcome of the budget negotiations with the applicant.
Committees
The Programme Committee is composed of seven independent international senior experts, who will jointly assess and rank the proposals for selection.Chaired by an independent high-level expert, the Steering Committee is composed of four high-level representatives from relevant international, bilateral and research organisations. The Steering Committee is mandated by the WOTRO Board to decide on the awarding and financing of the research proposals, based on the recommendation of the Programme Committee.

Budget
The maximum available budget for this call is € 1M. The maximum duration of the project is four years: 2013 – 2016.Financiers
