Compared with most other countries in the region, Pakistan with its 160 million inhabitants has the poorest health indicators. Maternal and infant mortality are very high. Access to health care is not sufficiently secure in all places and service quality is frequently unsatisfactory. In October 2005, a severe earthquake destroyed most of the infrastructure in the northern part of Azad Jammu and Kashmir (AJK). Although the earthquake has aggravated the situation yet further, rehabilitation now offers a chance to re-structure the health system and sustainably improve the quality of services.
The overall goal of the project “Strengthening of the health system in Azad Jammu and Kashmir”, which is financed by the Federal Ministry of Economic Cooperation and Development (BMZ) is: Access to health services and service quality in AJK are improved,. The focus of the first phase is on improving institutional framework conditions for efficient and effective service delivery by the authorities under the Ministry of Health in AJK, including hospitals and nursing schools. To this end, the project supports efforts by the AJK Ministry of Health to upgrade its Planning Department into a Planning and Reform Department. This project is cooperating and coordinating closely with the project “Promotion of health-care planning in AJK” which GTZ International Services (IS) is implementing on behalf of the Asian Development Bank.
Your Tasks:
Concerning the project funded by ADB, the Technical Advisor is primarily responsible for infrastructure and equipment planning as well as supervision of rehabilitation and reconstruction of health facilities in the earthquake affected districts.
The project “Strengthening the Health System in AJK – SHSAK”, funded by the BMZ concentrates primarily on strengthening the overall health system in AJK with respect to governance, organizational set up, human resources development and management, health financing and quality assurance of health services. This project is active in the whole of AJK state. In its dual role the GTZ-IS Team Leader / Project Adviser, SHSAK will concentrate on health planning aspects for entire state of AJK and contribute to a balance between the two complementary projects.
Specifically he will
- Assist the GTZ/SHSAK Team to achieve its results as outlined in the project document in all districts and structures of AJK with specific focus on health planning
- Promote a uniform health planning approach in all districts of AJK, i.e. in addition to the earthquake hit areas in north also in the southern districts of AJK
- Cooperate with the GTZ SHSAK team in data collection and analyzing existing data on Human Resources for health and contribute to develop a workforce plan for the whole of AJK
- Advise and support the Directorate of Health (DoH) of AJK on developing a rational organization setup for planning and delivery of health care services through both the public and the private sectors
- Advise on the practical implementation of the concept for development of a Private Public Partnership (PPP)
- Advise and support the department of health on the reorganization of its set up
- Facilitate in the cooperation with other relevant sectors particularly with respect to establishing a new health information system
- Share knowledge and skills as part of in-service training of the GTZ team, DoH, and other partners
- Co-supervise the administration, financial aspects and documentation of the GTZ project in Muzaffarabad
- Represent GTZ vis-Ã -vis partners on behalf of the Coordinator of the GTZ Health Programme in Pakistan
Key Deliverables
The Technical Advisor to DoH, AJK, shall ensure preparation and deliver in collaboration with the GTZ project team the following deliverables:
- ToRs for consultants to be assigned for activities mentioned above
- Concept papers and study reports on different aspects as outlined above.
- Data for the GTZ Impact Monitoring system
- Quarterly reports as per format approved by ERRA, PWD and DoH
Your Qualifications:
