Oxfam America is a leading International Relief & Development organization with offices across the developing world working towards long-term solutions to global poverty & injustice. The East Asia Regional Office (EARO) in Phnom Penh is currently seeking an effective & motivated individual to join the team as the Regional Communications Officer.
This position is responsible for overseeing & implementing strategic communications work in OA for internal communications, EARO programs and humanitarian response, & external corporate communications in East Asia. The RCO will assist EARO achieve its program objectives, support relationships with other Oxfam affiliates, promoting the Oxfam brand & support communications needs of OA headquarters,
1-JD:
- Development & implementation of an overall, coherent, balanced & integrated regional communications strategy designed to maximize program impact minimize brand risk & support program objectives.
- Assisting each EARO program in developing & implementing a communication strategy to support their livelihood, natural resource management & humanitarian response program objectives.
- Strengthening the capacity of partner organizations in communications & support implementation.
- Helping develop communication strategies to support EARO and partner advocacy objectives.
- Developing & maintaining relationships with media based in region; pitch stories as appropriate; write press releases & respond to media requests as needed.
- Having overall responsibility for video, print, web & e-communications, working to develop quality outputs designed to achieve regional program & corporate communications objectives also supporting internal communications &fundraising.
- Training regional staff to work with the media as appropriate & to value & use the Oxfam brand.
2-NEED:
- A post-graduate degree in communications, public relations, journalism, media management
- At least five years (5yrs) relevant employment experience, preferably in the region & with some experience working in the field.
- Demonstrable experience in developing communications strategies.
- An excellent command of English; knowledge of other Mekong languages and advantage.
- Comprehensive computer skills including proficiency in at least one publishing software.
- Excellent written & oral presentation skills & ability to communicate to a variety of audiences.
- Good knowledge of the media environment in the region.
- Strong people & facilitation skills. A team player, who works well in multi-cultural environment, communicates readily & shares learning with colleagues, partners, beneficiaries & officials.
- A sound commitment to development, human rights & social justice issues.
- Gender awareness & commitment to gender equity principles
Preferred:
- Creative & able to work well under pressure & an ability to prioritize & meet deadlines.
- Confidence to work alone but to judge when help is needed or opportunity to share learning.
- Experience in development programs, preferably in East Asia.
- Demonstrable experience in supporting advocacy & campaigns, including popular mobilization
- Experience in website development & maintenance.
- Good knowledge & experience in media with some photography experience.
