GTZ International Services is implementing a Health Sector Policy Support programme in the Philippines on behalf of the EC.The overall objective of the programme is to contribute to the improvement of the health status of the population especially the poor and to achieve health-related Millennium Development Goals.
The Government of Philippines will be supported at central level and the Local Government Units of 16 provinces in implementing the governments’s health sector reform programme with a view to increase the utilization of affordable and financially sustainable quality essential health services and population programs by the poor.
The results to be achieved are as follows:
- Improve financial sustainability of national health insurance and extend insurance cover of the poor;
- Improve governance, operational efficiency and service provision in public hospitals;
- Increase utilization of cost-effective public health programs and primary health care services
- Improve the quality accessibility and safety of health care related products, facilities and services;
- Improve governance in the health sector through
- more efficient local health systems based on Inter
- Local Health Zones and partnerships with the private sector,
- increased public accountability
- improved health sector planning, monitoring and evaluation
- increased efficiency and effectiveness of public health spending
- improved public finance management
Your Tasks:
- Monitor and ensure the continuous updating of provincial PFM improvement plans;
- Monitor budget execution;
- Secure support from central government programmes to strengthen PFM at LGU level(including programmes supportes through the Department of Finance's Bureau of LocalGovernment Finance, CoA, DILG, and others);
- Develop PFM elements of provincial and municipal Health Plans; including local revenuegeneration measures;
- Train provincial and municipal staff in financial management and procurement issues;
- Promote communication on and replication of successful initiatives between provinces;
- Ensure appropriate level of province preparedness to external audit missionsand supporting central level staff to:
- Monitor F!-for Health proposals from provinces to ensure that they meet PFM requirements;
- Maintain a financial overview of the F1-for-Health programme
Your Qualifications:
- University degree at Masters level or equivalent in Economics, Accounting or Public Finance Management
- Fluency in English, both written and spoken
- A minimum of 10 years relevant professional experience with 5 years international experience in at least three developing countries.
- Strong background in Public Finance Management
- Experience of the decentralised context
