Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. Finance Officer for Social Enterprise & Micro Credit, (Re-announcement) 1 position based in Head Office, Phnom Penh

The successful candidate will be offered a competitive salary and other benefits such as 13th month salary, provident fund, health, life and accident insurance for 24 hours and phone card allowance.
Responsibilities:
- Ensure a compliance of financial policies for social enterprise, revolving fund, saving fund, grant, and designated fund project through continuous technical support to all project staff;
- Ensure an accuracy and accountability of financial reports of all projects (social enterprise, revolving fund, saving fund, grant, and designated fund);
- Oversee and ensure a transparency of cash flow of bank and safe-box;
- Ensure a submission of financial reports and relevant reports on a timely manner and in response to the deadline;
- Ensure all project budgets and proposals (social enterprise, revolving fund, grant, designated) are well monitored and in control;
- Ensure that all FRR are reconciled and transferred to respective accounts as soon as it’s received;
- Ensure a proper documentation of all projects both in soft and hard (including finance voucher and its supporting documents, proposal, budget plan, agreement, financial reports, and other relevant documents);
- Ensure all outstanding accounts (account payable, account receivable, cash advance, other liabilities etc.) are well monitored and in control with details;
- Ensure an accounting procedure of all projects are developed, analyzed, and updated base on best practices and complied with legal norm of Government of Cambodia;
- Prepares materials for annual budget planning such as analysis, budget performance reports and year-end close data;
- Evaluate accounting and internal control systems and identify control risks, potential consequences and recommendations;
- Evaluate finding, investigate inconsistencies, review subsequent events, justify and prepare appropriate reports for users within the organization, including recommendations to enhance business performance;
- Other tasks as required by line supervisor.
- Bachelor degree in Finance or Equivalent;
- Minimum 2 years-experience in social enterprise and microfinance or related field;
- Knowledge of finance, accounting, budgeting and cost control procedures;
- Ability to gather and analyze statistical data and generate reports;
- At least 1 year experience in QuickBooks accounting system;
- Advanced knowledge of word processing and spreadsheet is a must;
- Fluency in English, both writing and speaking;
- Aptitude and interest in financial management and accounting;
- Punctual and able to set priorities to meet deadline;
- Honest and trustworthy, hard-working and willing to learn.
