Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 35 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to impact the vulnerable people, especially children.
To ensure and assess the expected outcome, effectiveness, impact and to describe approach on how staff implement the project, GNC is seeking consultant for 1st phase evaluation (in 5th years) for the period 50 working days.
Consultant for 1st Phase’s Project Evaluation (1 position based in Head Office, Phnom Penh). This position opens to all qualify expat and local staff.
I. Scope of work
Initial Planning
Document Review: After reviewing the documents listed in section 13, information gaps will be determined, and scope of other data collection methods refined accordingly.
Quantitative
Household Survey: The consultant will develop household survey questionnaires based on the indicators stated in the CDP project documents. The questionnaire will be finalized by the evaluation team in consultation with the CDP team.
The appointment with HH, community and stakeholder will be made by CDP team with assistance from DME Coordinator.
The calculation of sample size is based on GNC standard. Sample size calculated within the following parameters of Margin of error 0.05, Confidence Level 0.95 and Design Effect 1.0. The sampling frame will be households in the CDP target villages.
There are 2,958 families in the 9 target villages; as a consequence, 325 families will be randomly selected for interview.
Epi Info/SPSS software will be used for household survey data encoding and analyze data according to the indicators stated in project document (log-frame) and compares against baseline and target stated in the design documents to see the trend of changes. As much as possible, analysis will be disaggregated by gender, disability, Registered and Non-Registered families.
Qualitative
Focus Group Discussion: FGD will be held with project (participants) beneficiaries and project partners to obtain qualitative data following the information needed outlined in the Evaluation plan.
There will be 15 Focus Group Discussion (FGDs) conducted with different stakeholders, authority, Community Small Groups, School Support Committees, School teachers, school students, RC and Non-RC families. The FGD participants will be organized homogenously to help ensure participation and minimized the domination during FGD.
Key Informant Interviews: Between 10-15 Key Informant Interviews will be held with project stakeholders, such as communes and district governor, relevant department people and some Community Development Project staff to obtain qualitative data to get more detail information on the project implementation over the period of implementation.

II. Requirement
Qualification and Experiences
- Relevant academic background (Master’s Degree preferred),
- Significant professional background in Program Development and DM&E with a minimum of 10-year experience.
- Extensive knowledge on sectors of child sponsorship child protection, education, Health/WASH, IG, Partnership Building and advocacy etc.
- Previous experience in conducting similar works for international NGOs will be preferred.
- Excellent analytical, interpersonal, communication and reporting skills.
- Excellent technical knowledge on community development performance management.
- Should be competent to examine child’s rights and interdisciplinary issues.
- Mastery of written and spoken English.
