Procurement is the process of procuring goods, works and services. In procuring, the institution is to purchase goods, recruit service and contract civil works. The procurement goal is to deliver the identified inputs, be they goods, works or services, at the right time, at the right place, and the right price, at the right quality and at the right quantity.

Mr. Kong Samphy is a Master Degree of Public Law and Bachelor Degree of Law holder. Samphy successfully completed of the World Bank Procurement Training Workshop organized by Ministry of Economy and Finance and the World Bank and attended Training of Trainer on the Use of Manual Role of Men and Benefit of Changes, Ministry of Women’s Affairs. Samphy has provided Procurement Training to : 1) Project Management, Technical Staff and Advisors of the Project for Agricultural Development and Economic Empowerment. 2) Managed Procurement Workshop to MAFF-PSU Project Staffs both National and Sub-national level, identifying Procurement Issues and giving proper technical solutions Provided Procurement Audit to 5 PADEE target provinces. 3) Mr. Samphy is currently working for Ministry of Commerce, Department of International Cooperation (DICO), Trade Development Support Program (TDSP), Multi Donor Trust Fund administered by World Bank, as a National Procurement Consultant. 4) Previously, he worked for several institutions in the same field of Procurement such as Ministry of Agriculture, Forestry and Fisheries, Ministry of Interior, Ministry of National Assembly-Senate Relation and Inspection (MONASRI), Street Children Association and Development Program, Ministry of Women’s Affairs and Ministry of Health.
