Senior Finance Officer (1 position based in Head Office Phnom Penh)
Responsibilities:

Responsibilities:
- Responsible for maintaining the QuickBooks program software and produce financial and related reports timely and accurately as per requirement.
- Responsible for financial management including designing reporting format and relevant financial forms or guideline as needed.
- Develop and manage the annual budget including the operating and various contracts.
- Make sure that all financial transactions of GNC are carried out and recorded in accordance with standard financial procedures
- Oversee cash flow control of safe-box, cash count, bank record, bank reconciliation, payroll list, payroll slip and manage all financial transfer requirements of all CDPs
- Develop appropriate financial system and help all staff to understand and work with them.
- Review financial manual regularly to ensure that the manual is up to date
- Conduct training to project staffs on new development of finance issues.
- Oversight financial management of the program ensuring that financial system control is in place.
- Ensure financial statement and support documents are produced and maintained
- Monitor programs and project budgets monthly or frequently
- Overview of income and expenditure of HO and all CDPs
- Monitor actual expenditure versus budgets of HO and CDPs periodically
- Maintain an appropriate filling system to include all essential finance relevant documentation of the whole GNC to ensure accurate tracking and documentation for audit purposes
- Maintain the accounts payable and accounts receivable system in order to ensure complete and accurate records of all moneys
- Monitors revenues and expenses of HO and all CDPs for cost effectiveness of program
- Develop & implement accounting procedures by analyzing current procedures; recommending changes
- Arrange for meetings and events within the organization [inter-departmental] or with other firms and organizations regarding financial issues and policies of the organization.
- Income statements & banking reports must be thoroughly analyzed & necessary actions must be taken.
- Conducts quarterly monitoring to all CDPs to ensure that they are performing the required functions effectively and efficiently
- Provides guidance, support and expertise to all admin and finance officers as necessary.
- Communicates with Admin Department Manager as to where improvement is needed.
- Prepares materials for annual budget planning such as analysis, budget performance reports and year-end close data;
- Bachelor degree in Finance or Equivalent with 3 years-experience in NGO or INGO
- Knowledge of finance, accounting, budgeting and cost control procedures
- Ability to gather and analyze statistical data and generate reports
- Fluency in English and computer skill (Ms. word, excel and PPT)
- Advanced knowledge of word processing and spreadsheet is preferable;
- Aptitude and interest in financial management and accounting;
- Highly organized and able to manage multi-tasks and understand priorities. Flexible and able to adapt to changing work assignments on a routine basis;
- Honest and trustworthy, hard-working and willing to learn
