The Directorate for Higher Education and Skills was established on 1 July 2021, under the Norwegian Ministry of Education and Research. The directorate is a result of the merger of the Norwegian Agency for International Cooperation and Quality Enhancement in Higher Education (Diku), Skills Norway, and Universell, as well as parts of Unit and the Norwegian Centre for Research Data (NSD). The directorate will also be taking over selected tasks for the Norwegian Agency for Quality Assurance in Education (NOKUT).
The directorate is the executive agency for the Ministry of Education and Research within the higher education and higher vocational education sectors, and is responsible for implementing the national skills policy. We advise the Ministry, we implement national policies, and we coordinate incentive schemes and management instruments.

Who can apply?
All accredited Norwegian institutions of higher education can apply. A project can have partnerships with other institutions, provided that a Norwegian institution of higher education is the project owner.
What can you apply for?
The research project may stem from one artistic practice or from meetings between different practices. The project is expected to produce new and relevant knowledge from Norwegian academic and artistic communities and maintain an international level of excellence. The announcement is open to the entire breadth of academia within the creative and performing arts, and is not bound by theme or topic.
- The application must be within three million Norwegian kroner.
- Costs for use of infrastructure and equipment can be included in the application.
- All applicants must support the application with own resources.
- The grant can not be divided between partner institutions.
- Funds can be applied for projects with duration of up to four years.
