Legal Advisor
(Starting salary from US$2,000/month + Benefits)
CARE is an
international humanitarian organisation fighting global poverty, with a special
focus on working with women and girls to bring lasting change to their
communities. CARE is seeking a highly qualified national candidate to fill the position
of Legal Advisor- Ending Violence Against Women (EVAW), under Socially
Marginalised Women Program based in Phnom Penh with some travel to project sites
in and around Phnom Penh.
I. KEY RESPONSIBLITIES:
The Legal Advisor (EVAW)
will be a senior member of the SMW
programme team and will contribute substantively to the
development of strategic approaches to policy dialogue, resource mobilization,
partnerships, advocacy and outreach by providing technical guidance and support
for SMW projects focusing on women marginalised by occupation and EVAW. The Legal Advisor (EVAW) will focus on 3 key
outputs
- Develop a foundation ‘template’ of an effective workplace GBV/SH policy and mechanisms appropriate for various workplaces in coordination with government;
- Develop a proven approach for engaging with police on GBV, with results contributing to stronger protections for targeted women;
- Develop and implement community safety plans, focusing on plans to address violence against marginalized women through enabling Standard Operating Procedures (SOPs) for Commune Councils, to guide actions, promote accountability, and institutionalise marginalised urban women -friendly practices.

SELECTION CRITERIA:
- Qualified Lawyer with experience preferably with a focus on EVAW/GBV, Women Rights and /or Employment Law
- Demonstrated knowledge and experience related to current policies and practices in the laws in GBV and /or employment law.
- At least 5 years experience working within an international NGO or NGO
- Demonstrated ability to work effectively with government and private sector
- Strong interpersonal skills.
- Good communication skills (written and spoken) in English and Khmer including report writing.

Purpose of the position:
The Socailly Marginalised Women (SMW) programme has several inter-linking projects that specifically target female workers’ priority concerns around equitable access to GBV/SH protections, by mobilisng key duty bearers to realise their responsibilities and support implementation of protections. In doing so, interventions address key underlying causes of exclusion associated with duty bearer attitudes and practices. The projects closely work with MOWA and other government agencies to support hotel and restauraunt owners and garment factory middle managers to implement locally appropriate, low cost GBV/SH workplace polcies and mechansims, in line with their obligations, and aligned with national labour law and policies. To strengthen protections outside work settings, the programme supports Commune Councils [CC] to work together with employers and others such as landlords, to take actions to strengthen protections at community level, again in line with their obligations and responsibilities. Key to the approach are targeted strategies around piloting, providing intensive support in the short term to deepen results; capturing lessons and building credible evidence to support changes at national level; and to support planning for future replication at scale of effective approaches.

Reporting Relationships:
This position directly reports
to the Program Coordinator for Socially Marginalised Women
This position directly supervises 0 staff.
Role and Responsibilities:
- Develop tools, guidelines and manuals relating to EVAW policy , for use by CARE and partners
- Develop and present policy papers, practice notes/concepts and other knowledge based-tools for discussion in helping influence/advance policy dialogue;
- Participate and contribute to relevant EVAW national, provincial and local advocacy and policy activities including ensuring representation and presentations in relevant technical working groups and other technical meetings;
- Support the development and implementation of EVAW technical activities through regular engagement with project managers and supporting staff and partner NGO’s directly implementing;
- Participate in regular field visits to observe the facilitation of technical activities and to provide feedback on technical knowledge and skills for staff and key partners and stakeholders;
- Ensure the project lessons, results and impacts are effectively captured and actively used to improve addressing EVAW technical performance;
- Participate in proposal development processes including consultations, providing EVAW Legal technical guidance and inputs;
- Establish relationship with academia, research institutes, civil society and experts to expand and share knowledge, exchange views;
- Promote a strong team environment by contributing ideas, listening to others’ ideas and willingly taking on tasks that fall outside of this job description as directed by an employee with the appropriate delegation;
